Organizational Setting

Libya faces critical challenges in integrating climate change impacts across water, energy, food, and ecosystem sectors. The absence of updated baseline data limited institutional capacity, and lack of coordination mechanisms hinder the development of integrated strategies. The Green Climate Fund (GCF) Readiness project aims to strengthen governance and institutional frameworks for integrated climate change, water, energy, and food security strategies, with a focus on the WEFE nexus.


Reporting Lines

The WEFE Nexus and Capacity Development Specialist (Water and Agriculture) will be recruited under the overall supervision of the FAO Representative in Libya and the technical supervision of the FAO Subregional Office for North Africa (FAOSNE) Land and Water Officer. The specialist will work in close collaboration with the project team to support the implementation of project activities and ensure the achievement of project objectives.


Technical Focus

The National WEFE Nexus and Capacity Development Specialist (Water and Agriculture) will provide technical and coordination support to the implementation of project activities related to the Water-Energy-Food-Ecosystems (WEFE) Nexus. The incumbent will contribute to strengthening institutional and governance arrangements, including the development of the National Climate Change Committee (NCCC) operational framework and the establishment of the WEFE Sub-Committee. The specialist will also support the preparation of a GCF concept note and pre-feasibility assessment for a proposed WEFE Nexus project, with particular attention to water and agriculture dimensions. In addition, the incumbent will provide technical support to capacity development activities, including Training of Trainers (ToT) programmes and their replication within relevant government institutions, while contributing to the effective coordination and implementation of other project activities as required.


Tasks and responsibilities

•    Provide technical and logistical support to stakeholder engagement activities, including meetings, interviews, and consultations with relevant actors in the agriculture, energy, water, and environment sectors 
•    Review relevant studies, reports and available information on water and agriculture to support the development of the WEFE Nexus concept note.
•    Review and provide technical inputs to the institutional arrangements and operational manual of the NCCC; 
•    Review and provide technical inputs to the GCF concept note and pre-feasibility study for the WEFE Nexus Climate-Smart Agriculture project, particularly focusing on water and agriculture
•    Provide support to the project team in the implementation and coordination of project activities.

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements    

•    Advanced university degree in climate science (master minimum), environmental sciences, agricultural climatology, natural resource management, or a related field
•    At least 7 years’ experience in climate change adaptation ideally with a focus on agriculture, water resources, or food systems 
•    Working knowledge of English and Arabic
•    National of Libya or resident in the country with a regular work permit

Technical/Functional Skills

•    Excellent understanding of national and regional climate policies, climate risk assessments, and their intersection with agriculture, water, energy, and food security strategies.

•    Excellent writing skills and ability to synthesize. 
•    Experience working with UN agencies is an advantage.
