ORGANISATIONAL CONTEXT


The Logistics & Telecommunications Cluster is an Inter-Agency Standing Committee (IASC) coordination mechanism that is responsible for coordination, information management, and, where necessary, service provision to ensure an effective and efficient logistics & telecoms response takes place in humanitarian emergency missions.


In its role as the Logistics & Telecommunications Cluster (LTC) lead agency, WFP maintains in its Global HQ the global cluster support team which supports the activities and initiatives of the LTC globally.

The Environmental Sustainability in Humanitarian Logistics (WREC) Coalition seeks to reduce the adverse environmental consequences of humanitarian logistics through awareness, practical guidance, and provision of real-time environmental expertise. The WREC Coalition’s vision is “By 2030, the humanitarian supply chain community will be aware of the sector’s environmental impact and is empowered to independently implement a coordinated, scalable, and sustainable approach to measure and reduce that impact.


The coalition is coordinated by the LTC and supported by a coalition of humanitarian organizations - the Danish Refugee Council (DRC), the United Nations High Commissioner for Refugees (UNHCR), Save the Children International (SCI) and the World Food Programme of the United Nations (WFP). Representatives of all those five entities form the Coalition Steering Committee.

The Coalition team will be composed of one dedicated Coalition Lead, an information management/reporting officer (sitting in UNHCR) and four environmental subject matter experts (SMEs), each hosted within one of the coalition organizations.


THE ROLE


WFP is seeking an experienced Coalition Lead (Environmental Sustainability in Humanitarian Logistics (WREC)). The incumbent will be responsible for the overall convening, strategic vision, coalition management, donor liaison, representation, work planning, coordination of activities, and related outcomes as agreed by the steering committee of the WREC Coalition.


The position is based in Dubai and reports to the Deputy Global Logistics & Telecommunications Cluster Coordinator (Logistics).


KEY ACCOUNTABILITIES


Planning & Reporting:


  • Work with the Chair with the planning of all key project timelines and associated deliverables, associated committee meetings, donor reporting and submissions and interactions with broader partner community.
  • Work with the Chair and Steering Committee on fund-raising activities via the creation of project proposals, briefings about the project to potential donors, in close coordination with the LTC support team, the Coalition Steering Committee and WREC team members.
  • Preparation and delivery of donor presentations, briefings, updates, and reports in line with the proposal timelines.

Coordination:


  • Coordination with the representatives of the participating organisations (Steering Committee), serving as a non-decision-making member of the Steering Committee and as a secretariat function on behalf of same, ensuring documenting and archiving of all decisions action points.
  • Technical supervision of the subject matter experts (SMEs) embedded within the participating organisations to ensure timely and effective implementation of project deliverables.
  • Coordination with other actors – including donors, private sector, and academia as well as humanitarian implementers - involved in projects related to environmental sustainability in humanitarian action as it relates to humanitarian logistics, ensuring to maintain partnerships and keeping up to date on complimentary activities.

Implementation:


  • Managing and supporting the WREC team members and contributors in implementing activities and deliverables outlined in the scope, monitoring tasks on a day-to-day basis against plans to ensure project completion within time and budget.
  • Providing solutions to the Steering Committee on adjustment to the activities, budgets, outcomes and with changes to funding.
  • Facilitating the work of the Steering Committee with Partnership Framework Agreement and any associated legal MoUs required to facilitate funds and staffing management of project related assets (including staffing).
  • Develop and manage the implementation of coalition and team work plans, ensuring alignment with agreed objectives, milestones, deliverables, and the sustainable use of environmental resources.
  • Manage engagement and coordination with coalition stakeholders, partners, and related initiatives to ensure cohesion, alignment, and effective collaboration throughout implementation.
  • Oversee coalition budget utilisation and resource coordination to achieve agreed goals.
  • Identify dependencies, risks, scope changes, and potential issues, implementing mitigation and contingency measures to safeguard delivery.
  • Undertake any other functions as required related to the management of the Project.


QUALIFICATIONS AND EXPERIENCE


Education:

Advanced university degree (Master’s degree or equivalent) in project management, communications, logistics, international development, or environmental sustainability; A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.


Experience:

  • A minimum of eight years of professional experience including: working in an international context in humanitarian logistics.
  • Experience in Project Management of multi stakeholder projects and drafting and elaborating partnership projects.
  • Experience in working within the humanitarian sector and particularly in multi-agency collaborations is an advantage.
  • Experience working with and presenting to high-level donor and other agency representatives is required.

Knowledge & Skills:

  • Knowledge of logistics operations and systems.
  • Knowledge of environmental sustainability concepts is a must.
  • Project Management certification desirable.
  • Experience with large application implementation projects desirable.
  • Strong familiarity with Project Management software.
  • Ability to transform Business requirements into Technical Project Documentation.
  • Excellent command of English both spoken and written. Excellent presentation and people skills.
  • Experience at working with a decentralised team and a multi-organisation coalition is essential.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Ability to react to project adjustments and alterations promptly and efficiently.

Language:

Fluency (level C) in English language is required. Intermediate knowledge (level B) of a second official UN language is desirable: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.



TERMS AND CONDITIONS:

  • This is an International Professional position and is open to all nationalities.
  • The selected candidate will be employed on a limited fixed-term contract of 1 year, renewable.
  • Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Rome and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.​
