ORGANIZATIONAL CONTEXT:
The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
In Cambodia, WFP implements its Country Strategic Plan (CSP) 2024–2028 in alignment with national priorities and in close partnership with the Royal Government of Cambodia (RGC). The CSP focuses on: (i) saving lives and protecting livelihoods in emergency contexts; (ii) strengthening shock-responsive systems, resilience and disaster risk management; and (iii) enhancing food security, nutrition and social protection systems. Under the CSP, WFP has a mandate to provide timely emergency assistance while supporting early recovery and resilience-building for communities affected by shocks, including conflict, displacement and market disruption.
BACKGROUND AND PURPOSE OF ASSIGNMENT:
Under WFP Cambodia's Country Strategic Plan (2024-2028) and proposed disaster preparedness and resilience programming, WFP will support the Royal Government of Cambodia and the National Committee for Disaster Management (NCDM) to strengthen national and sub-national disaster preparedness and response capacities, including the expansion of a network of multi-purpose safe evacuation sites in flood-prone and high-risk areas. The initiative forms part of broader investments in disaster risk reduction, emergency preparedness, logistics readiness and institutional capacity strengthening.
To support implementation of these infrastructure investments, WFP seeks a National Civil Engineer to provide technical leadership and day-to-day oversight of the planning, design, procurement, contract management and handover of the safe evacuation sites to government authorities. While all engineering design, construction supervision and construction works are expected to be delivered through externally contracted firms, the Civil Engineer will serve as WFP's technical focal point, ensuring that all works comply with approved standards, contractual requirements, disaster-resilient design principles and government regulations.
The position will work closely with NCDM, Provincial Committees for Disaster Management (PCDMs), local authorities, contractors and consultants, while coordinating with WFP's international civil engineering expertise, which will provide technical guidance and quality assurance support remotely.
SPECIFIC POST REQUIREMENTS:
WFP abides by the highest levels of international construction standards while taking account local constraints and methods of work.
Under the direct supervision of the Lead Civil Engineer and in close collaboration with the Global HQ Engineering Unit relevant WFP units, the Civil Engineer will be responsible for, but not limited to, the following:
Conduct detailed assessments and prepare technical reports.
Develop design, including drawings, scope of works, technical specifications, BoQ, etc.
Support tender processes, as per WFP manuals and standards.
Oversee and monitor the implementation of the project on site in accordance with WFP specifications, relevant international standards, and the project contract.
Perform day-to-day site supervision of the contractor’s activities, ensuring adherence to design requirements, construction specifications, safety, quality, and environment and social management plans.
Review and validate the contractor’s detailed designs, shop drawings, method statements, material approvals, and as-built documentation, ensuring technical correctness and compliance with project specifications and structures code standards.
Check and approve test results for materials (e.g., concrete strength, soil compaction, pipeline pressure tests) as per the quality control procedures described in the project documents.
Maintain detailed site daily records, work progress reports, testing logs, and minutes of site meetings.
Participate in weekly progress meetings and coordinate with the contractor (and other stakeholders if needed).
Attend meetings and prepare and review reports, minutes and correspondence.
Liaise with stakeholders, both internal and external to the organization.
Undertake administrative tasks as required and provide project management services for the projects where and when requested.
Provide guidance and direction to contractors and design consultants.
Ensure that the contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
Notification to KHMCO of any serious breaches to health and safety rules or environmental issue on the project, and reporting them in weekly progress reports.
Support the commissioning and final handover process, including verification of tests on completion, training of local user groups, and preparation of taking-over documentation.
Undertake any other duties as assigned by the supervisor.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has a minimum of 5 years of progressively responsible professional experience in civil engineering, preferably in rural development and/or humanitarian contexts
Has experience managing and/or overseeing engineering design and construction contracts, including review of designs, technical specifications and contractor performance.
Has experience working with government agencies, local authorities and multiple stakeholders, preferably in rural infrastructure development projects.
Experience in disaster-resilient infrastructure, emergency preparedness facilities, public buildings or rural infrastructure projects is highly desirable.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
First University degree in Civil Engineering or architecture with a specialisation or Postgraduate qualifications is desirable
Professional engineering certification and/or registration with a recognized engineering body is desirable.
Additional training in construction management, contract management, project management or disaster-resilient infrastructure is an advantage.
Languages:
Fluency in both oral and written communication in English.
