Mission and objectives

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and the most vulnerable, particularly women and children, can access the nutritious food they need.
WFP Nepal’s Country Strategic Plan (CSP) 2019-2023 was approved by the WFP Executive Board in November 2019 and became effective from 1 January 2019. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for the Goals). A total of ten Activities are being implemented to achieve the contributions to the six SOs. The six Strategic Outcomes (SO) are:
SO 1: affected populations in Nepal have timely access to adequate food and nutrition during and in the aftermath of natural disasters and/or other shocks.
SO 2: Food Insecure people in targeted areas have improved nutrition throughout the key stages of the life-cycle by 2025.
SO 3: Vulnerable communities in remote, food-insecure areas of Nepal have improved food security and resilience to climate and other shocks by 2030.
SO 4: The Government of Nepal has strengthened capabilities to provide essential food security services and respond to crises by 2023.
SO 5: Government efforts towards achieving Zero Hunger by 2030 are supported by inclusive and coherent policy frameworks across all spheres of government by 2023.
SO 6: Humanitarian and development partners have access to reliable common services by the end of 2023.

Assignment context

The UNV assignment is part of WFP’s Flood Emergency Operation and will be operating under Management Services (Administration) Unit.

Task description

Under the direct supervision of the Finance and Management Services (MS) focal points in the Country Office, the incumbent will be responsible to:

1.Assist in providing procedural and technical support to staff within the areas of support services, to ensure compliance with WFP policies, rules and regulations.

2.Responsible for provision of services such as facilities, assets, travel, fuel and light vehicle management. Assist in the identification of new requirements and report any discrepancies to the supervisor for consistent and timely delivery of services.

3.Assist in ensuring the provision of a safe and comfortable working environment for employees.

4.Act as a petty cashier, if required.

5.Coordinate effective use of WFP fleet, generators and equipment; update FMS (Fleet Management System) and report to relevant focal periodically

6. Verify all Non-food Items vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP rules and regulations.

7.Monitor monthly expenditure forecasts and provide expenditure reports in order to facilitate informed decision-making.

8.Manage and maintain records, documentation; filing, archiving and disposal of documents.

9.Ensure upkeep and safety of assets; conduct periodic inventory count and report to Management Services; identify asset/inventory and any other waste for disposal and advise Management Services unit for further action.

10.Any other related tasks as required or assigned by the supervisor.

Skills and experience

• Five years of progressively responsible work experience in the related business stream with experience in general administrative work.
•Strong focus on accuracy and consistency, while processing large volume of transactions.
•Working knowledge of ERP systems and preferably SAP Software is desirable.
•Proficient knowledge in the use of Microsoft Suite Products (MS Word, MS Excel, MS PowerPoint, etc).
•Experience of working in emergency setting is an added advantage.
•Knowledge of specialized common business practices and methods gained through relevant technical training and experience.
•Ability to develop and maintain relationships with a range of individuals in order to provide a high-quality support service.
•Ability to carry out basic data analysis and independently rectify problems requiring attention.
•Ability to monitor and record financial transactions.
•Good communication skills required to give and receive information and work
with a variety of individuals.
•Ability to maintain confidentiality.
