Result of Service
The consultant is expected to work on developing national green building guidelines from building construction and operation perspective which is to be endorsed by the Cambodian government. The consultant is expected to produce inception report by reviewing similar guidelines and relevant literatures to consolidate targeted ideas on green building guidelines. Once the inception report is approved by the Government, the consultant is expected to further develop the ideas into actual green building guidelines that can essentially cater to producing national green building codes.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Global Alliance for Buildings and Construction (GlobalABC), hosted by UNEP, seeks to engage a qualified national consultant in Cambodia to provide technical support for the development of construction- and operational-phase implementation guidelines for the country's green building regulatory framework, focusing on compliance monitoring, enforcement, commissioning, and building operations. This assignment is one of two complementary national consultancies supporting the roll-out of Cambodia's green building regulations; a separate consultant, engaged under a distinct assignment, will focus on building design implementation guidelines. UNEP is working closely with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and the Ministry of Environment (MoE) to advance Cambodia's green building agenda. Building on progress made in developing a green building regulatory framework, GlobalABC is supporting the Government in preparing implementation guidelines to facilitate the effective rollout of the regulations. To ensure the guidelines are aligned with national priorities, institutional arrangements, and local stakeholder needs, a national consultant will be engaged to provide technical and coordination support.
Qualifications/special skills
Advanced university degree (Masters or equivalent) in architecture, engineering, economics, environmental or social sciences. A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A Ph.D. in a field related to sustainable buildings and construction is a plus. A minimum of five years of professional experience is required, including some related to the buildings and construction sector, climate change, energy efficiency and/or building operations management. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations. Prior experience or exposure to working with international organizations is desirable.
Languages
Fluency in written and spoken English is essential.
