Duties and Responsibilities
Background Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk, working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians, and the science and technology community. In alignment with the Sendai Framework for Disaster Risk Reduction, the Making Cities Resilient 2030 (MCR2030) Initiative, and the Early Warnings for All (EW4ALL) Initiative, the Disability-Inclusive Urban Disaster Risk Reduction and Multi-Hazard Early Warning System (RICH-MHEWS) project aims to strengthen urban disaster resilience by integrating the needs of persons with disabilities into disaster risk reduction (DRR) and multi-hazard early warning systems (MHEWS) in Baguio City, Philippines. The project has been divided into two phases, with Phase 1 now completed. For this consultancy, UNDRR, Regional Office for Asia and the Pacific is seeking a consultant to provide technical support for Phase 2 of the project, aiming to 1. Enhance Inclusivity in DRR: Strengthen the participation of persons with disabilities in disaster planning and decision-making. 2. Improve Accessibility of MHEWS: Ensure disaster risk communication, infrastructure, and emergency responses are inclusive and accessible. 3. Foster Multi-Stakeholder Engagement: Build local and national capacities through collaborative planning with government agencies, Organizations of Persons with Disabilities (OPDs), and civil society organizations. 4. Scale Up and Replicate Best Practices: Use Baguio City as a model for disability-inclusive resilience-building, informing national and regional DRR strategies. The objective of this assignment is to provide dedicated on-the-ground coordination support for the effective implementation of the project. The consultant will serve as a field-level focal point, supporting stakeholder engagement, logistical coordination, activity follow-up, field monitoring, documentation, and regular reporting to the project management team. Duties and Responsibilities This is a home-based consultancy which will be based in Baguio City and work under the supervision of the Associate Program Management Officer and Programme Management Officer (Disability) at UNDRR ROAP. The consultant will undertake the following duties in close coordination with the Persons with Disability Affairs Office (PDAO) and City Disaster Risk Reduction and Management Office (CDRRMO) of Baguio City. 1. Overall coordination and implementation support – will provide overall coordination with the city government, project multi-stakeholder partners (e.g., women, youth, persons with disabilities, vulnerable groups, and other community representatives where relevant). This includes supporting the organization of meetings, consultations, workshops, trainings, drill, field visits, and community-level activities. 2. Support co-facilitation of training sessions - The consultant will support the delivery of training sessions as a co-facilitator, where appropriate. 3. Monitoring, Documentation, and Reporting - Collect and maintain relevant information and documentation from project activities, including updates, photos, attendance records, good practices, lessons learned, challenges, and recommendations from the implementation of workshops, training, consultations, drill, and other field activities. 4. Risk Management and Problem Solving - Identify and monitor risks and emerging issues at the local and field level that may affect project implementation, including delays, stakeholder concerns, and access constraints. Promptly inform the project team of significant risks and support practical measures to address issues and keep implementation on track.
Qualifications/special skills
Bachelor’s degree in development studies, disaster risk management, disaster risk reduction, climate change, urban planning, public administration, social sciences, environmental management, or a related field is required. Minimum two years of experience in the areas of early warning systems, disaster risk management, local resilience, disability inclusion, or public administration in the Philippines is required. Experience working with relevant national and sub-national stakeholders in the Philippines is required. Experience in drafting strategic planning documents, reports, and conducting consultations with stakeholders, and the ability to conduct training for local government and local communities is required. Experience with UNDRR tools, including disability inclusion checklist, Disaster Resilience scorecard, and its addenda, is desirable.
Languages
Fluence in English and Tagalog is required.
