The consultant will support the assessment and development of project proposals submitted by Member States for the 2026 Call for Proposals, ensuring their alignment with UNRSF priorities, Fund eligibility criteria, and relevant road safety standards. in addition to submitting a regional project proposal in line with UNRSF criteria.

Duties and Responsibilities
Background ESCWA plays an active role in supporting Member States in accessing funding through the United Nations Road Safety Fund (UNRSF) Call for Proposals, including assistance with the preparation, review, and submission of project documents aligned with the UNRSF’s proposal guidelines. For the 2026 cycle, the UNRSF will prioritize programmes that support the adoption and implementation of road safety laws and standards aligned with relevant UN legal instruments. Priority will be given to country- or city-level interventions that address key gaps identified in the 2023 Global Status Report on Road Safety (GSRRS). Where feasible, the Fund encourages regional programmes involving three or more countries. Proposals may include: 1. Safe Motorcycle mobility 2. Safe system approach Objective The consultant will be responsible to support ESCWA in assessing and developing project proposals submitted by Member States for the 2026 UNRSF Call for Proposals, ensuring alignment with the Fund’s priorities and eligibility criteria. Duties and Responsibilities The consultant on road safety will be responsible for the following tasks: Assessment of project summaries received from Member states for the UNRSF call for proposals 2026. Preparation of concept notes of selected projects for the first phase of the UNRSF call for proposals 2026. Deliver a virtual capacity-building workshop to strengthen the ability of national focal points to draft project proposals that meet UNRSF eligibility criteria and adhere to the application guidelines. Drafting a regional project proposal on road safety. Any additional tasks requested by the hiring officer to support staff and the project implementation
Qualifications/special skills
Master's degree in transport, engineering, road safety or any other related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 4 years of professional experience in the field of road safety is required. Demonstrated knowledge of road safety data management tools and applications, familiarity with the Safe System approach and international road safety standards, processes and eligible criteria and priorities is required. Demonstrated expertise in preparing funding proposals, concept notes, or strategic documents for international development organizations or multilateral funds is required. Previous experience working with national stakeholders, international organizations, and/or the UN system in the Arab region is highly is desirable.
Languages
English and French are the working languages of the United Nations secretariat and Arabic is a working language of ESCWA. For this position, Fluency in oral and written English and Arabic is required. Notes: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “knowledge of” equals a rating of ‘confident’ in two of the four areas.
