OBJECTIVES OF THE PROGRAMME

The strategic objective of the Department of Polio Eradication Initiative is to achieve certification of the eradication of polioviruses worldwide by providing support to national governments via the Global Polio Eradication Initiative (GPEI) Partnership. The two goals of the current GPEI Strategy are to permanently interrupt transmission of all polioviruses in endemic countries and to stop vaccine-derived poliovirus transmission and prevent outbreaks in non-endemic countries. The five objectives within the GPEI Strategy are to create urgency and accountability to generate greater political will, generate vaccine acceptance through context-adapted community engagement, expedite progress through expanded integration efforts with broader partners, improve frontline success through evaluating and adapting campaign operations and outbreak response, and enhance detection and response through sensitive surveillance activities. Additionally, the strategy includes implementing the four objectives in the GPEI Gender Equality Strategy for Polio Eradication. The immediate strategic objective is to achieve and sustain polio-free status in all regions, thereby eliminating the disease and preventing its resurgence. The Polio Data and Information Systems (DIS) team is responsible for the management, organization, analysis and dissemination of polio related data including immunization data, program monitoring and poliovirus surveillance information while promoting and maintaining global polio information systems such as Polio Information System (POLIS), WebIFA and geodatabases.
 

DESCRIPTION OF DUTIES

  • Support Global Polio Eradication program by cleaning, verifying, entering and uploading AFP, Env, Lab, SIA and other datasets received from regional and country offices.
  •  Contribute to carrying out PSL's periodical data analysis and produce regular/standardize reports for outbreak and high-risk countries.
  •  Contribute to improving data quality by regularly running data quality and consistency checks.
  •  Contribute to POLIS development by regularly auditing the POLIS reports and output.
  • Work with Regional office and lab team to accurately track and analysis status polio virus type 2 lab results.
  •  Contribute to risk analysis for Event Briefing Meeting by producing relevant analysis on short notice. 
  • Coordinate with global and regional partners, sharing insights and recommendations from data analysis to inform broader polio eradication strategies and policies. 
  • Provide training and guidance to regional and country office staff on data entry, and analytical techniques to strengthen local data management capacities and data quality.
  •  Provide other technical support as needed.
     

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in information management, geographic sciences or other related degree that involves data analytics, computing, science, statistics, mathematics, epidemiology or other science.
Desirable: Formal training (certificate or course) in data management.
 

Experience

Essential: 

  • At least 5 years' experience in health information systems, statistical analysis, and data management services.
  •  Experience in managing and analyzing public health databases using computer-based applications including databases required by geographic information systems and mapping applications/systems. 
  • Experience in data analysis of communicable diseases and/or vaccinepreventable diseases.
  •  International exposure is required.


Desirable:

  •  Experience in all aspects of the development of health information management and/or data analytics.
  •  Ability to manage and analyze data. 
  • Demonstrated hands-on experience with Microsoft Access and Excel, the ESRI GIS/QGIS software, and EpiInfo.
     

Skills

  • Proven knowledge of the optimum use of databases as an information/management tool.
  •  Proven expertise in database programming, data management, user interface design, browser-based and web application development with role-based access control as well as report layout and design technologies and techniques, including experience in query design, stored procedures, and views and functions using T-SQL within MS SQL-Server. 
  • Good knowledge of Relational Databases Management principles, database design and normalization, development methodologies and use of SVN version control.
  •  Proven experience in using VBScript, VBA, R, HTML and/or T-SQL todevelop applications.
  •  Knowledge of standard polio data analysis and reporting procedures. 
  • Excellent interpersonal skills combined with the ability to synthesize and present facts in a clear and logical manner. 
  • Ability to produce results under pressure. 
  • Ability to interact effectively in a multicultural environment.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4976 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
