The Corporate Services and Facilities Management Department of the IMF is seeking an experienced Officer to manage residential real estate services for IMF staff assigned to overseas duty stations. The Corporate Real Estate Section oversees the IMF’s global portfolio of owned and leased real estate assets and related activities across commercial offices, government-provided offices, and executive residences in member countries.
The Facilities Officer (Residential Real Estate) will serve as a key coordinator in CRE for assigned residential cases. Working with Senior Facilities Officers, internal partners, field stakeholders, and third-party service providers, the incumbent will manage property search and evaluation, transaction due diligence, lease negotiations, internal approvals, lease execution, occupancy preparation, service-provider performance, and move-in and move-out coordination. The officer will remain accountable for successful case delivery while coordinating with the Lease Administration and Account Management function on authoritative lease records, critical dates, financial obligations, renewals, amendments, exits, and account reporting.
Major Duties and Responsibilities
- Serve as a primary CRE coordinator for the residential real estate and destination-services components of staff relocations, working with HRD, Security Services, Transportation, Legal, Procurement, Finance, field stakeholders, and third-party providers.
- Manage assigned residential cases from intake through occupancy preparation, including needs assessment, market search, property evaluation, due diligence, commercial negotiation, internal approvals, lease execution, and move-in coordination.
- Coordinate and document property and transaction due diligence before lease commitment, including landlord or ownership verification, legal review, security assessment, property condition and habitability, accessibility where applicable, market and rent reasonableness, and alignment with approved policy and budget parameters.
- Lead lease discussions and negotiations, in coordination with Senior Facilities Officers and the Legal Department, to achieve reasonable cost, appropriate risk allocation, and suitable accommodation outcomes.
- Work with the Legal Department and local counsel to incorporate standard IMF provisions, privileges and immunities, appropriate business protections, and jurisdiction-specific legal requirements into residential lease agreements.
- Support the coordination of responsibilities, service standards, handoffs, and escalation processes among the parties involved in residential transactions and relocations.
- Coordinate move-in readiness, ongoing case specific landlord or vendor issues, renewal or exit planning, move-out support, property handover, deposit recovery activities, and lease close-out.
- Provide complete and timely transaction information and supporting documentation to the Lease Administration and Account Management function for incorporation into approved CRE and document management systems.
- Identify upcoming residential case decisions and coordinate with the Lease Administration and Account Management Officer on renewal, amendment, termination, notice, or exit actions.
- Monitor service provider performance of destination services, brokerage, property-inspection, local-counsel, and other assigned providers against contractual scope, service levels, timelines, quality requirements, and cost parameters.
- Review provider deliverables, address service failures, track corrective actions, validate case-related invoices and supporting documentation, and escalate recurring or material performance concerns.
- Maintain clear communication with staff and families undertaking international relocations, manage expectations, and exercise appropriate judgment and discretion when handling confidential residential, staff, landlord, and security-related information.
- Identify opportunities to improve residential real estate services, strengthen service delivery, manage cost, reduce risk, and improve the experience of staff assigned to overseas duty stations.
- Follow IMF procurement, financial, information management, privacy, confidentiality, and records-retention requirements in performing assigned responsibilities.
- Support the Section Chief and Senior Facilities Officers on assigned projects and other CRE strategic initiatives.
Minimum Qualifications
Educational development, typically acquired by the completion of a relevant advanced university degree, or equivalent, in Real Estate, Facilities, Hospitality or Design and Construction or related field; or a bachelor's degree, or equivalent, supplemented by a minimum of six (6) years of relevant professional experience in Real Estate, Facilities, Hospitality or Design and Construction or related field, is required. In the alternative, a minimum of two (2) years of experience in a related position at Grade A08, or equivalent, is required.
Skills and Competencies
- Demonstrated experience executing residential or commercial real estate transactions, preferably across multiple jurisdictions or challenging markets.
- Strong knowledge of property search, market evaluation, transaction due diligence, lease negotiation, and occupancy preparation.
- Demonstrated ability to prepare and evaluate residential lease financial analyses, including rents, deposits, service or broker fees, escalation provisions, taxes, utilities, restoration obligations, and other occupancy costs.
- Strong client service and stakeholder management skills, including the ability to support staff and families undertaking international relocations.
- Experience managing brokers, destination services providers, property inspectors, local counsel, or other real estate service providers.
- Working knowledge of interior renovation and physical security considerations, including the ability to assess scope, cost, schedule, and operational implications.
- Ability to manage multiple transactions across time zones and meet competing deadlines.
- Strong judgment, tact, diplomacy, and discretion in challenging or politically sensitive situations.
- Strong written and oral communication skills in English; proficiency in French, Spanish, Arabic, or Russian would be an advantage.
- Experience working in a multicultural organization would be an advantage.
This is a two-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
