The Position:
The Global HIV Coordinator and Technical Adviser is located in the Sexual and Reproductive Health and Rights Branch of the Programme Division and reports directly to the Branch Chief. Working across Programme Division branches, organizational business units and all regions, the post holder provides strategic, technical and managerial leadership for UNFPA's HIV response, advancing UNFPA's strategic approach to HIV prevention and HIV/SRHR integration to operationalize the Strategic Plan 2026-2029 and deliver on the organizations ICPD mandate. The position also supports fundraising to build the portfolio and ensure sustainability. UNFPA is a Lead Cosponsor in the UNAIDS Joint Programme, and the post holder serves as UNFPA's Global HIV Coordinator, discharging the governance, representational and technical coordination responsibilities under the UNAIDS Governance Framework. At a time of significant transition of the Joint Programme under UN80, the post holder acts as the principal bridge between UNFPA and the UNAIDS Secretariat, the Committee of Cosponsoring Organizations (CCO), the Programme Coordinating Board (PCB), and the broader global HIV partnership, including the Global Fund to Fight AIDS, Tuberculosis and Malaria. The post is stationed in Geneva due to the proximity of key HIV global agencies and missions working closely on the transition.

Job Purpose:
The post holder ensures that UNFPA fulfills its mandate as Lead Cosponsor for Combination HIV Prevention and Co-Lead on HIV prevention among adolescent girls and young women at a pivotal moment in the global AIDS response. S/he ensures UNFPA is strategically positioned to lead and deliver on its responsibilities as the UN80 sunsetting of UNAIDS progresses and provides authoritative strategic, policy and technical guidance to senior management, Programme Division branches, and regional and country offices.
You would be responsible for:
HIV Governance, Representation, and UN80 Transition
- As UNFPA’s Global Coordinator within the UNAIDS Joint Programme, discharge governance, representational and coordination responsibilities
- As the UN agency for comprehensive SRHR, expand the visibility, influence and leadership of UNFPA in HIV by shaping global policy discussions, promoting UNFPA's comparative advantages and ensuring recognition of the organization's contributions to HIV prevention, HIV/SRHR integration, gender equality, community engagement and adolescent girls and young women.
- Provide authoritative strategic advice and policy guidance to senior management on developments related to UNAIDS transition, global HIV governance, UN80 reforms and broader global health architecture reform processes.
- Support senior leadership engagement in HIV-related governance processes through timely preparation of strategic briefs, speeches, talking points, bilateral meeting notes and policy analyses.
- Lead preparations for and represent UNFPA in the UNAIDS Programme Coordinating Board (PCB), Cosponsors Group and associated working groups and consultations, including preparations for PCB 59 (October 2026) and PCB 60 (December 2026).
- Support monitoring and close-out of the Global Core UBRAF workplan, ensure quality control of related UBRAF planning and reporting processes.
- Working with relevant units, draft the annual UNFPA–UNDP Executive Board report and prepare senior management briefings (November–December) for the January Executive Board session.
- Working with DER, develop of UNFPA's World AIDS Day messages and the Executive Director's statement, and ensure UNFPA visibility through analytical products, briefing notes and targeted engagement in interagency forums
Technical Leadership, HIV Strategy and Programme Support
- Coordinate and facilitate a collaborative UNFPA-wide approach to HIV prevention and HIV/SRHR integration, working across Programme Division branches, organizational business units, regional offices and country offices to support implementation of HIV-related priorities and commitments.
- Lead the development and dissemination of UNFPA's HIV strategy and technical frameworks for HIV prevention and HIV/SRHR integration, ensuring alignment with the Strategic Plan 2026-2029 and UNFPA's comparative advantage as Lead Cosponsor for Combination HIV Prevention and Co-Lead on HIV prevention among adolescent girls, young women and key populations
- Lead UNFPA's work in the Global HIV Prevention Coalition (GPC) as it transitions out of UNAIDS, ensuring continuity and visibility of UNFPA's mandate
- Develop technical products and guidance to strengthen UNFPA's work on combination HIV prevention, including UNFPA’s leadership in strengthening the condom ecosystem, PrEP integration and supply strategies, and the integration of HIV into primary health care and health systems strengthening
- Contribute to and quality assure UNFPA inputs to UNAIDS flagship publications, including the World AIDS Report (December 2026), and ensure that UNFPA's programmatic contributions to the global HIV response are accurately reflected in global data and reporting
Advocacy, Partnerships and Resource Mobilization
- Lead UNFPA's strategic engagement with the Global Fund to Fight AIDS, Tuberculosis and Malaria, including coordinating UNFPA inputs to the Global Fund Board (October 2026), implementing the Global Fund engagement plan, and strengthening the relationship to align investments with UNFPA's HIV and sexual health mandate
- Build and maintain high-level partnerships with key HIV partners, ensuring that partners understand and actively support UNFPA's role, contributions and accountability in the HIV response
- Support relevant units with resource mobilization efforts to build and sustain UNFPA's HIV portfolio, including engagement with bilateral donors, foundations and multilateral financing mechanisms, and develop catalytic proposals that advance UNFPA's comparative advantages in combination HIV prevention, AGYW and HIV/SRHR integration
Team Leadership, Planning and Accountability
- Coordinate an HIV team, including HQ and regionally based staff, establishing regular team meetings to ensure alignment on priorities, shared situational awareness and coherent.
- In collaboration with the Strategic Resources Planning Branch, support planning and monitoring of the UBRAF workplan ensuring timely utilisation of funds and reporting
- Manage and support the performance and day-to-day work of team members, ensuring clarity of roles, quality of outputs and a positive and accountable working environment
- Ensure timely progress monitoring and reporting on HIV workplan commitments, identifying bottlenecks early and proposing corrective action to the Branch Chief
- Carry out any other duties as required by the Branch Chief
Qualifications and Experience:
Education:
- Advanced University Degree (master’s level or equivalent) in public health, social sciences, international development, or a related field directly relevant to the substantive areas of the post.
Knowledge and Experience:
- Minimum of 10 years of increasingly responsible professional experience in HIV prevention, SRHR integration and gender equality; of which at least seven years at the international level, preferably within the UN system or comparable multilateral institutions.
- Demonstrated experience leading global policy, strategy and governance work in the HIV and SRHR fields, including engagement with intergovernmental processes and global financing mechanisms such as the Global Fund
- Recognized authority in the field of HIV and sexual and reproductive health and rights, with a strong track record of technical leadership and proven ability to produce results
- Knowledge of the ICPD Programme of Action and familiarity with UNFPA's mandate, policies and procedures is desirable.
- Knowledge of UNAIDS and demonstrated capacity to work within inter-agency teams and to build and sustain networks within the UN system, civil society, governments and the academic and development community is required.
- Familiarity with UN system-wide reform processes, including changes to the global health and development architecture, is strongly desirable
- Strong track record of resource mobilization, fundraising and partnership development with bilateral donors, foundations and multilateral partners and proven ability to manage and support multicultural teams and manage programme budgets
- Excellent analytical, strategic planning and written and oral communication skills
- Knowledge of Geneva-based health and HIV institutions is an asset
- Country programme experience is strongly desirable.
