Job Specific Context

PT

   EN

We are seeking a senior professional in Data Architecture and Databases to join the core technical team responsible for the evolution of S2ID 4.0 (Integrated Disaster Information System) for the National Secretariat for Protection and Civil Defense (SEDEC/MIDR), within the framework of a technical cooperation agreement with UNOPS.

The professional will be involved from Phase 0, focusing on establishing the technical baseline, defining data models, and making the architectural decisions required to support the modular evolution of S2ID 4.0.

This role extends beyond operational database administration. We are looking for someone capable of understanding the actual environment, reconciling documentation with implementation, structuring consistent models, identifying risks, and translating functional requirements into actionable and traceable data architecture decisions.

*Remote work; candidates must use their own computing equipment. Open to individuals residing in Brasília, DF.

Role Purpose

PT

EN

The Senior ICT Analyst plays a pivotal role in strengthening the technological and operational capabilities of the National Secretariat for Civil Protection and Defense (SEDEC). Their primary focus is the modernization of the Integrated Disaster Information System (S2ID 4.0) and the development of complementary solutions, such as mobile applications (designed with an "offline-first" approach).

Acting as a strategic bridge between SEDEC’s internal departments and the contracted software development team, the incumbent is responsible for refining and structuring the organization’s technological requirements. This includes mapping complex processes, conducting in-depth requirements gathering and analysis, drafting user stories (UX/UI), defining business rules, and establishing rigorous acceptance criteria for the validation of deliverables.

With a focus on prioritizing critical operational modules—such as Disaster Recognition, Response, Prevention, and Contingency Planning—the professional will manage the product backlog, ensuring that the scope remains clear, functional, and traceable, thereby mitigating the risks of rework or architectural flaws. Through continuous oversight and technical governance, this role ensures that software development fully addresses the needs of Brazil’s civil protection and defense system, ultimately optimizing disaster management workflows at the national level.
