Role Purpose

PT

EN

The ICT Specialist plays a pivotal role in strengthening the technological and operational capabilities of the National Secretariat for Civil Protection and Defense (SEDEC), with a primary focus on modernizing the Integrated Disaster Information System (S2ID 4.0) and developing complementary solutions, such as mobile applications (offline-first).

Acting as a strategic bridge between SEDEC’s requesting units and the contracted software development team, the incumbent will be responsible for refining and structuring the agency's technological requirements. This involves mapping complex processes, conducting in-depth requirements gathering and analysis, drafting user stories (UX/UI), defining business rules, and establishing rigorous acceptance criteria for the validation of deliverables.

Focusing on the prioritization of critical operational modules (such as Recognition, Response, Prevention, and Contingency Plans), the professional will manage the product backlog, ensuring the scope is clear, functional, and traceable, thereby mitigating risks of rework or architectural flaws. Through continuous monitoring and technical governance, the role ensures that software development fully meets the needs of Brazil's civil protection and defense system, optimizing disaster management workflows at the national level.
