Consultancy:

Delivery of the Training of Trainers (TOT) and support the cascade training of the Rights-Based Family Planning (RBFP) 

Duration of consultancy:

25 working days (exclusive of travel days) 

Purpose of consultancy:

Family Planning (FP) is a critical component of reproductive health and rights, playing a pivotal role in improving health outcomes, enhancing quality of life, and accelerating broader national socio-economic development. In alignment with the Timor-Leste National Strategic Development Plan (2011–2030), the National Health Sector Strategic Plan (NHSSP 2020–2030), and the National Family Planning Policy (2022), the Government of Timor-Leste is committed to broadening equitable access to and utilization of high-quality family planning and reproductive health care. Hence, equipping healthcare professionals with updated clinical competencies and rights-based counseling skills remains critical to fulfilling these strategic mandates. 

In support of UNFPA’s global transformative results: ending preventable maternal deaths, ending gender-based violence, and ending the unmet need for family planning, expanding access to voluntary, comprehensive, and high-quality FP services serves as a primary catalyst for reducing maternal and neonatal mortality across Timor-Leste.

Therefore, to operationalize these strategic goals, UNFPA supported the comprehensive revision of the 2017 Family Planning training package last year. The updated FP training package now incorporated modern, evidence-based family planning practices, competency-based learning methodologies and human right-based approach. The training package comprises 12 core modules covering the fundamental reproductive health concepts, comprehensive method-mix counselling, post-pregnancy care, clinical skills and supply chain logistics.

This year, UNFPA is collaborating with the Ministry of Health and the National Institute of Public Health (Instituto Nacional de Saúde Publico - INSP-TL) to recruit an International Consultant to deliver an intensive 10-day Family Planning Competency and Rights-Based Training of Trainers (ToT) and provide direct technical oversight for initial cascade training. 

This initiative aims to establish a qualified national pool of master trainers within INSP-TL and the Ministry of Health who can lead high-quality, rights-based FP training programs nationwide. 

The specific objectives of this consultancy are to: 

1. Equip selected national master trainers with advanced technical knowledge, interactive facilitation skills, classroom management techniques, and competency evaluation methods.
2. Build and certify a national pool of master trainers capable of independently planning, delivering, and evaluating cascading FP training programs at national, municipal and community levels.
3. Provide direct technical coaching and supervision during the execution of one (1) initial batch of local cascade training (initial 5-day only) conducted by newly trained facilitators.

Scope of work:

(Description of services, activities, or outputs)

The consultant will manage the pre-training, implementation (delivery), and reporting phases of the 10-day TOT workshop and initial cascade training (1 batch).

Activity 1: Preparation (pre-training – 5 working days)

1.2 Inception report: Conduct preparatory meetings with National Family Planning Programme, MoH, INSP-TL and UNFPA CO for finalization of participants lists and logistic coordination

Activity 2: Delivery of 10-day TOT training 

1. Lead and facilitate the interactive 10-day TOT program for 10 selected trainers.
   1. Ensure coverage of 12 modules across the 10 days
   2. Manage daily participant evaluations and adjust the delivery pace as needed.
   3. Facilitate group discussions, practical exercises, demonstrations, and micro-teaching sessions 
   4. Provide coaching and constructive feedback to participants to strengthen their facilitation skills 
   5. Monitor participant attendance, engagement, and learning progress throughout the training 
   6. Conduct the final assessment and support participants in developing action plans for cascading the training 

Activity 3: Provide technical oversight and support for initial cascade training conducted by ToT graduates (initial 5-day only)

3.1 Consultant is responsible for providing quality assurance through observations and technical backstopping of the trained local trainers during the conduct of cascading trainings

3.2 The consultant is expected to provide coaching support and impact assessment to ensure that the training package is delivered appropriately

3.3 The consultant, with the support of the local trainers, gathers and consolidates all the data to be presented as part of the final report.

3.4 Monitor trainers' adherence on facilitation methods, and quality standards to ensure consistency across cascade trainings 

3.5 Identify implementation challenges encountered during cascade training and recommend practical solutions to improve training effectiveness. 

3.6 Facilitate regular debriefing at the end of each day with local trainers to review progress, share lessons learned, and agree on follow-up actions.

Activity 4: Reporting (5 working days)

1. Grade and analyze pre-test and post-test data to evaluate training efficacy (for TOT and cascade training)
   1. Compile a detailed final workshop report outlining successes, gaps, lessons learned, and recommendations (for TOT and cascade training)

All materials should be delivered electronically.  Payment for each deliverable will be processed upon written acceptance by the UNFPA Country Office, verified against the specific contributions.

Monitoring and progress control, including reporting requirements, periodicity format, and deadline:

Regular progress reporting after completion of each deliverable with direct supervisor and team at minimum.

Supervisory arrangements: 

The Country Representative will provide strategic oversight and decision-

making to this consultancy services.

The consultant will work under the direct supervision of the Supply Chain

Management Analyst and Sexual and Reproductive Health Analyst, with

technical collaboration with UNFPA APRO Regional Advisors for Sexual and

Reproductive Health (SRH)

Expected travel:

Required expertise, qualifications and competencies, including language requirements:

• Advanced university degree (master’s or equivalent) in Medicine, Nursing, Midwifery, Public Health, or a related reproductive health field. 
• Minimum of 5 years of progressive experience in managing public health programs, specifically in sexual and reproductive health (SRH) and family planning.
• Proven track record of designing and delivering Training of Trainers (TOT) workshops for clinical staff.
• Familiarity with UN/UNFPA frameworks, national health strategies, and rights-based clinical guidelines is highly preferred. 
• Exceptional training, moderation, and presentation skills suited for adult learners.
• Fluent in written and spoken English

Inputs / services to be provided by UNFPA or implementing partner (e.g., support services, office space, equipment), if applicable:

UNFPA will secure the training venue, print materials, organize logistics, and invite participants for TOT training.

The Consultant will be provided a working desk at the TLS CO if required to access high-speed internet, secure printing, and scanning facilities for the duration of the 25 working days. The master trainer must bring their own laptop. UNFPA and INSP-TL will provide standard training assets such as a projector, flipcharts, and anatomical models for clinical practice.
