IT Adviser (consultant)

The Ethics Office, located in UNRWA Headquarters, Amman Jordan, was established in 2009 to assist the Commissioner-General in fostering a culture of ethics, integrity and accountability, and thereby enhance the trust in, and the credibility of, UNRWA, both internally and externally. The Ethics Office seeks an experienced IT Adviser to support the development of Ethics Office case management databases. The consultant will work in close collaboration with subject matter experts from UNRWA’s Department of IT (DITID) and the Ethics Office.

HQ Amman

The consultant will work on a part-time basis. The indicated level of effort is one day per week over a three-month period.

(a) Undertake quality assurance and user testing of a case management system for ethics advice, designed by a third-party vendor using the Zoho ManageEngine platform, to ensure that the proposed application meets identified needs and is fit for purpose. (b) Provide advice to the Ethics Office and DITID on the IT user needs of the Ethics Office, including a case management system designed to manage Area Staff Declarations of Interest, and any other IT software which may be required. (c) Support DITID to carry out market research of software applications for the Ethics Office. (d) Provide advice on data security and data privacy issues based on best practice, taking into consideration the sensitivity of personal information and UNRWA’s operating context.

Required Qualifications: Advanced university degree (masters or equivalent) from an accredited educational institution in IT, computer science or a relevant discipline. A bachelors degree with an additional two years of professional experience is acceptable in lieu of a masters degree. At least seven years of relevant experience in IT, including advisory roles, software development and quality assurance. Experience in testing and performing quality assurance of software developed by third-party vendors. Experience developing and testing in a Microsoft environment (Azure, SQL, Active Directory). Experience in defining IT user needs / scope of works, and mapping business rules / workflows. Special Notice: This consultancy is open to both international and local candidates. The consultancy will be equivalent to the P4 level for international candidates and G17 for local candidates, depending on the selected candidate’s eligibility. Candidates applying for an international post must have a minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. Desirable Qualifications: Experience advising on IT issues in a UN agency or similar international organisation. Experience developing IT applications and databases in a humanitarian or conflict context. Knowledge of best practice data privacy standards, including ISO 27701 and GPDR. Competencies: Strong interpersonal and teamwork skills. Excellent drafting and communication skills. Ability to work effectively in a multicultural team. Flexibility and adaptability.

English and Arabic are the working languages of UNRWA. For this assignment, fluency in English is required. Knowledge of Arabic is an advantage but is not a requirement.
