1. Background
The WHO African Region is supporting the Government of the Democratic Republic of the Congo and neighboring countries in responding to the ongoing Ebola disease outbreak caused by Bundibugyo virus.
The response has expanded considerably in scale, geographic scope and operational complexity. WHO is supporting surveillance and contact tracing, laboratory services, clinical management, infection prevention and control, risk communication and community engagement, safe and dignified burials, operational support and logistics, humanitarian health operations, research and medical countermeasures, cross-border preparedness and continuity of essential health services.
The expansion of operations has been accompanied by increased donor support and a growing portfolio of grants managed by the Emergency Response Programme Area. Several awards have short implementation periods, specific results frameworks and demanding financial and technical reporting requirements. At the same time, the Emergency Response unit is coordinating regional operational support to the response and supporting country offices, the regional Incident Management structure and the Continental Incident Management Support Team.
Additional capacity is therefore required to strengthen systematic monitoring of grant implementation, results tracking, donor reporting, documentation of achievements and challenges, and timely identification of implementation and reporting risks.
2. Purpose of the assignment
The UN Volunteer will support the Emergency Response Programme to establish and maintain a robust monitoring, evaluation and reporting function for WHO's Ebola response portfolio.
The assignment will ensure that donor-funded activities are systematically tracked against approved proposals, workplans, budgets, indicators and timelines; that programme and operational results are documented; and that technical and donor reports are submitted on time and meet required quality standards.
The position will also strengthen the use of performance information to support operational decision-making, accountability, adaptive management and resource mobilization.
3. Reporting and working arrangements
The UN Volunteer will work under the direct supervision of the Emergency Management Support (EMS) Unit lead and the guidance of the Programme Area Manager, Emergency Response.
The incumbent will work closely with other EMR Unit leads, Regional Incident Management support Team pillar leads, Resource Mobilization and Partnerships, Emergency Communications, and relevant counterparts.
The incumbent will maintain close working relationships with technical leads responsible for implementation of activities funded through Ebola response grants.

Education
Essential: First University degree in business administration, information management, public health, epidemiology, economics, international development or life sciences from a recognized university.
Desirable: Certified training in project or programme management or at least 3 years of strategy and management
consulting experience.
