In recent years, UNICEF has been engaging with multiple entities in Singapore, including the Government, academia, civil society organizations, philanthropies, foundations, and the private sector. UNICEF’s Asia Pacific Regional Office (APRO) now aims to streamline and scale up these interactions, noting Singapore’s growing role as a global and regional thought leader, influencer and convenor. APRO is currently conducting a mapping exercise to analyze previous and ongoing engagements, with a view to developing a UNICEF-Singapore Engagement Strategy. A consultant is sought to lead this exercise and identify realistic opportunities to co-create future collaboration opportunities, which will tap into Singapore’s expertise and help UNICEF advance the rights of children in the region.
Scope of Work:
The Singapore based consultant will report to the head of UNICEF APRO’s Public Partnerships Team, drawing on inputs from several APRO teams, the UNICEF Malaysia Country Office, and other relevant colleagues and offices across UNICEF. The consultant will provide strategic analysis and recommendations for partnership development in Singapore, helping UNICEF prioritize engagement with government, academia, civil society, and the private sector and informing a coherent, organization-wide engagement strategy.
The consultancy is home-based in Singapore, with limited domestic travel to partners’ offices and other meeting venues, as required
The primary deliverables are:
• Partner mapping: Prioritized mapping of current and potential government, academic, civil society, and private-sector partners, including their interests, key contacts, relationship status and recommended next steps. The deliverable will include a partner tracker and identify 5–10 opportunities worth exploring over the next 6-12 months.
• Singapore ASEAN Chairmanship 2027 collaboration: Assessment of Singapore’s priorities and entry points for its 2027 ASEAN Chairmanship—including youth participation, AI and digital governance, climate and health—matched against UNICEF’s regional priorities. Based on this assessment, the consultant will develop a consultation-ready concept for a concrete UNICEF-Singapore collaboration during the Chairmanship, including its objectives, activities, partners, expected results, timeline and next steps.
• Long-term UNICEF-Singapore partnership strategy and roadmap: A preliminary strategy and roadmap for UNICEF’s longer-term partnership with Singapore. It will identify priority objectives, partnerships and activities for 2027–2028 and beyond, including how UNICEF can leverage Singapore’s governance and development experience, technical expertise, regional influence and convening role to advance results for children across ASEAN and the wider Asia-Pacific region. The consultant will also support agreed meetings and missions in Singapore and provide brief weekly progress updates to the APRO Public Partnerships Team.
The consultant will be expected to strengthen existing relationships and establish new entry points for UNICEF’s strategic partnerships in Singapore, with particular attention to government and academic partners. The assignment should position Singapore as a potential policy, knowledge, technical and convening partner, and identify opportunities to adapt and share relevant Singapore experience across the region. All deliverables will be developed through consultation with relevant UNICEF teams and finalized based on their feedback.

Minimum requirements:
Education:
An advanced university degree (Master’s or equivalent).
Work Experience:
A minimum of 5 years of experience working in public and/or private partnerships development.
Language Requirements:
Fluency in English is mandatory. Fluency in other UN languages an asset.
Knowledge/Expertise/Skills:
- Professional experiences working in government entities and/or academics
- Demonstrated skills in building and fostering public and private partnerships
- Knowledge of the UN system
- Excellent written and oral communication skills
