ORGANIZATIONAL CONTEXT:
WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation.  Under Strategic Outcome 2, WFP provides home-grown school feeding in six regions of the country including Somali region. This position of the Programme Assistant will be part of the school feeding team based in Dollo providing technical support to the  Bureau of Education and contributes to the effective and efficient implementation of the programme objective. 


JOB PURPOSE:
To provide technical assistance to the Bureau of Education to strengthen institutional capacity for effective management of  the Novo Nordisk school feeding and meet the objectives of school feeding activity and food assistance needs for the region. S/he will be responsible for any school meal-related issue implemented in the regions and woredas.  while also delivering strategic technical support and capacity building to enhance the overall design, implementation, and sustainability of school feeding interventions in the region.

KEY ACCOUNTABILITIES (not all-inclusive):
Under the general supervision of the head of Bureau of Education and Head of Programme WFP, the Novo Nordisk Programme Assistant will be responsible for the following activities:

  • Provide ongoing guidance to Woreda Education office staff on planning, implementing, and monitoring the Novo Nordisk school feeding programme. Assist in coordinating project plans and processes under the Novo Nordisk Foundation, ensuring tasks are completed on time and in line with guidance.
  • Support prepare report and communications materials, ensuring accuracy and timely submission.
  • In collaboration with WFP SO Design and deliver training sessions for regional and district education officers, school administrators, and cooks on school feeding management, nutrition, and clean cooking practices.
  • Provide inputs on regional school feeding issues to inform proposal development, contributing to donor proposals and project concept notes in nutrition sensitive school feeding
  • Review and provide technical input on programme design, food basket composition, and meal preparation standards to ensure nutritional adequacy and sustainability.
  • Support the Bureau of Education in the procurement of HGSF food and facilitate procurement system development and dialogue with smallholder farmers, local suppliers, and community groups to strengthen linkages between school feeding programmes and local market access.
  • Provide assistance in coordinating across  various government institutions to support implementation of the three pillars of the project
  • Support the processing of funding transfers and spending and assist in preparing financial accountability reports.
  • Assist technical units within the woreda Education Office, and internal teams to ensure collaboration on implementation and monitoring of activities.
  • Provide support in preparing guidance materials and learning initiatives to strengthen the capacity of BoE staff, partners, and school communities.
  • Organize and submit monthly, quarterly and annual reports to the school improvement and promotion Directorate Director and parallelly to WFP Dollo Ado Sub Office.
  • Support the development and institutionalization of monitoring tools, reporting systems, and accountability mechanisms for school feeding activities
  • Coordinate financial and technical reporting by supporting the Bureau of Education (BoE) to submit budget release requests to BoFEC, ensuring timely transfers from WFP, and facilitating the submission of both technical and financial expenditure reports to WFP in line with agreed schedules.
  • Perform additional works assigned by Dollo Ado/Jijiga Office and Bureau of Education. 


STANDARD MINIMUM QUALIFICATIONS:
Education:

  • Completion of secondary school education. A post-secondary certificate in related functional area is desirable.

Experience:

  • 5 years of progressively responsible support work experience in school feeding program operations, nutrition, or education-related program including at least 3 years at preferably at the regional level.
  • Experience working on capacity building and technical assistance to the government and prior coordination role will have an added advantage 

Language:

  • Fluency in both oral and written communication in English is required. Knowledge of the duty place and local language is an added advantage.
