JOB TITLE : Programme Associate (CBT)

LOCATION: Tindouf
CONTRACT TYPE : Fixed term

Level : G6

UNIT/DIVISION : Supply Chain

DURATION : 12 months renewable

ORGANIZATIONAL CONTEXT


This position is based in Tindouf and reports to the Supply Chain Officer.      

THE ROLE: To provide operational and technical support to the planning, execution, monitoring, and reporting of Cash-Based Transfer activities, ensuring compliance with WFP policies, donor requirements, and financial service provider agreements, while contributing to the timely and safe delivery of assistance to affected populations.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

  • Support the end-to-end CBT delivery process, including beneficiary data preparation, transfer value calculation, disbursement scheduling, and reconciliation with Financial Service Providers (FSPs) and cooperating partners.

  • Assist in the preparation, review, and monitoring of Field Level Agreements (FLAs) and contracts with FSPs, banks, mobile money operators, and retailers involved in CBT delivery.

  • Coordinate with the Supply Chain, Programme, and Finance units to ensure CBT pipelines are aligned with distribution plans and funding availability.

  • Monitor and report on CBT transfer performance indicators (timeliness, accuracy, redemption rates, post-distribution monitoring feedback) and flag discrepancies for corrective action.

  • Support market assessments, retailer/vendor due diligence, and capacity assessments of potential CBT service providers.

  • Contribute to risk management by identifying bottlenecks in the cash delivery chain (connectivity, liquidity, security, fraud risks) and proposing mitigation measures.

  • Maintain accurate and up-to-date records, trackers, and dashboards on CBT transfers, reconciliations, and outstanding issues.

  • Participate in field missions to verify last-mile delivery, distribution site setup, and beneficiary feedback mechanisms related to cash assistance.

  • Support the preparation of periodic reports, briefs, and presentations on CBT supply chain performance for management and donors.

  • Assist in training and capacity-building of cooperating partners and field staff on CBT operational procedures and tools.

  • Perform other related duties as required.

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education, preferably supplemented by a university degree in a relevant field such as Economics, Business Administration, Social Sciences, Development Studies, Statistics, Information Management, Project Management or any other relevant one. Relevant professional certifications or training related to humanitarian programming, cash-based transfers, supply chain,  data management, monitoring and evaluation, gender, protection, and accountability are an added advantage.


Experience:

  • Minimum 6 years related experience in humanitarian, development, social protection, cash assistance, retail operations, programme implementation, monitoring, or beneficiary management.

Knowledge and Skills:

  • Experience supporting cash-based transfers (CBT), e-voucher programmes, food or non-food assistance, or similar interventions.

  • Experience working with retailers, cooperating partners, local authorities, or community based programmes.

  • Experience in data management, reconciliation, or reporting.

  • Experience coordinating with multiple stakeholders and providing operational support for programme delivery.

  • Experience in refugee, emergency, or protracted humanitarian settings is desirable.


Language:

Fluency in both oral and written communication in English or French. Fluent in oral Arabic as it is needed in the field.
