How can you make a difference?

As a Programme Associate in Planning, Monitoring and Evaluation (PME), you will help transform data and evidence into insights that drive better outcomes for children. By supporting programme planning, monitoring, reporting, and performance tracking, you will contribute to informed decision-making, stronger accountability, and continuous programme improvement. Your efforts will help ensure that UNICEF's programmes are effectively implemented, progress is measured, and results are clearly demonstrated for children and communities across Malaysia.
 
The Programme Associate (PME) supports UNICEF Malaysia's planning, monitoring, evaluation, reporting, and knowledge management functions, contributing to evidence-based decision-making and effective programme implementation. Working under the guidance of the Chief PME, the incumbent helps strengthen programme performance monitoring, facilitates timely reporting and coordination across programme sections, and provides strategic support to senior management, including the Deputy Representative (Programme), to advance the achievement of country programme results for children.

Key Responsibilities

  • Support programme planning, monitoring, reporting, and review processes to ensure effective implementation and tracking of UNICEF Malaysia's Country Programme.
  • Coordinate the collection, consolidation, quality assurance, and analysis of programme performance data, indicators, and results information across programme sections.
  • Support the preparation of organizational, donor, and management reports, as well as briefs, presentations, dashboards, and other programme-related knowledge products.
  • Assist the Chief Planning, Monitoring and Evaluation and the Deputy Representative (Programme) in tracking key programme priorities, coordinating follow-up actions, and preparing strategic programme updates to support programme oversight and decision-making.
  • Monitor progress against annual work plans, programme commitments, and organizational priorities, ensuring timely follow-up on actions and recommendations.
  • Support the organization and coordination of programme reviews, evaluations, monitoring visits, and learning exercises to strengthen accountability and continuous improvement.
  • Maintain programme information management systems, monitoring tools, and knowledge repositories to ensure accurate, timely, and accessible information.
  • Liaise with programme teams, implementing partners, and stakeholders to facilitate the timely submission, validation, and dissemination of programme information and results.

Minimum requirements:

  • Education: Completion of Secondary Education is required. Professional and/or university courses related to the field of work are highly desirable.
  • Work Experience: Minimum 6 years of administrative or clerical work experience is required.
  • Skills: Technical and Non-Technical, Project Management, Partnership Coordination, Grant Management, Budget Monitoring, Data Analysis, Knowledge Management are required.
  • Language Requirements: Fluency in English and Bahasa Malaysia is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
  • Professional and/or university courses related to the field of work are highly desirable
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Failure to comply with such requirements, where applicable and without a duly approved medical exemption from the relevant UN authority, will result in the cancellation of the selection or may lead to other administrative measures, including separation from service.
