Context
Under the overall supervision of the Chief of Mission (CoM) and the direct supervisor of the Protection Officer and in close cooperation with relevant departments at Headquarters (HQs) and Regional Office (RO), the Protection Associate-Casework will contribute to the provision of protection assistance through case identification, assessment, case management, referrals, follow-up, information provision, and coordination with relevant service providers to ensure that vulnerable individuals receive timely and appropriate support.
Responsibilities
Carry out screening interviews with migrants to collect relevant information and support the identification of migrants who may require assistance, in line with established procedures.
Refer eligible beneficiaries, including unaccompanied migrant children, victims of trafficking, medical cases, and other vulnerable migrants, for available services (medical, psychosocial, assisted voluntary return and reintegration, legal assistance) as per guidance received and within the limits of resources available.
Assist IOM GAVR beneficiaries through the provision of information on the services available for migrants in Liberia, including services such as individual counseling sessions provided by specialised service providers, and distribute information sheets, leaflets and brochures regarding social or medical services in Liberia.
Provide individualised and group orientation and support migrants through referrals to services available, including social services, medical assistance and legal services.
Follow-up with IOM partners responsible for provision of assistance provided through referral.
Support the process of case management.
Support administrative and financial processes related to direct assistance to vulnerable migrants, in accordance with established procedures.
Assist in the implementation of outreach activities, including the identification and assistance to beneficiaries in IOM supported shelters and other, in case of urgency also outside office hours.
Compile case reports and maintain case files for each beneficiary assisted and prepare statistical reports as requested, while adhering to IOM data protection standards; and using the existing IOM data base platform.
Maintain a professional and neutral behaviour, as well as empathy with migrants.
Perform such other relevant duties as may be assigned.
Qualifications
EDUCATION
Master’s degree in Social Sciences, Social Work, Psychology, Political Science, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or
Bachelor’s degree in the above fields with four years of relevant professional experience.
EXPERIENCE
Experience in protection case management (including for survivors GBV and human trafficking, children at risk) in humanitarian or migration contexts.
Experience working with vulnerable persons, ideally including returnees or deported migrants, who have complex needs.
Experience with referrals and coordination with local protection actors, NGOs, or government services.
Experience working in programs that include a movement operations component is an advantage.
Experience with IOM or other UN agencies, particularly working on assisted voluntary return and reintegration programs, is preferred.
SKILLS
Knowledge of IOM and Inter-agency protection standards and operational guidelines, including IOM Case Management Guidelines. Knowledge of human rights and international migration law is an asset.
Knowledge of MiMOSA is a strong asset.
Strong interpersonal skills, ability to interact respectfully with migrants with trauma or complex needs, and proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Strong interpersonal and teamwork skills.
Ability to deliver assistance in challenging conditions; adaptability and good judgment.
Good written and verbal communication skills; ability to prepare case notes and reports.
Proficiency in MS Office (Word, Excel), tools used for case management.

IOM’s official languages are English, French, and Spanish.
REQUIRED
For this position, fluency in English is required (oral and written).
DESIRABLE
Knowledge of Spanish, Tigrinya, and Arabic is an advantage.
