UNAIDS’ mission is to lead and inspire the world in achieving universal access to HIV prevention, treatment, care and support. UNAIDS fulfils its mission by:
- Uniting the efforts of the United Nations system, civil society, national governments, the private sector, global institutions and people living with and most affected by HIV;
- Speaking out in solidarity with the people most affected by HIV in defence of human dignity, human rights and gender equality;
- Mobilizing political, technical, scientific and financial resources and holding ourselves and others accountable for results;
- Empowering agents of change with strategic information and evidence to influence and ensure that resources are targeted where they deliver the greatest impact and bring about a prevention revolution; and
- Supporting inclusive country leadership for sustainable responses that are integral to and integrated with national health and development efforts.

Assignment context

The Joint United Nations Programme on HIV/AIDS (UNAIDS) leads and inspires the world to achieve its shared vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. UNAIDS brings together the efforts of its Cosponsors and works with governments, civil society, communities and other partners at global, regional and country levels.

The UNAIDS safety and security function supports the organization in protecting its personnel, operations, programmes, premises and assets. This requires timely access to accurate security information, consistent monitoring of developments across countries and regions, systematic tracking of incidents and concerns, and clear reporting to support situational awareness and informed decision-making.

UNAIDS requires temporary professional support for a period of six months to strengthen its global security monitoring, tracking and reporting capacity. The position will support the UNAIDS Security Focal Point and Safety and Security Advisor by monitoring relevant developments, maintaining structured and confidential records, identifying emerging patterns, tracking outstanding actions, and producing timely and source-referenced reports.

The position will not independently issue official security advice, determine security risk levels, or authorize operational security measures. Matters requiring security assessment, validation, escalation or management action will be referred to the Director, Department of People and Culture and Safety and Security Advisor or designated Security Focal Point. The UNAIDS Virtual Security Operations Centre (VSOC) provides 24/7 global situational awareness, incident monitoring, security intelligence, crisis coordination support, and duty-of-care services to protect UNAIDS personnel, assets, information, and operations worldwide while enabling informed decision-making and organizational resilience. The VSOC is a virtual hub for global security monitoring, analysis, coordination, and duty-of-care support, built on pillars including Monitoring & Early Warning, Security Intelligence & Analysis, Incident Management, Duty of Care, Business Continuity, Security Communications, Knowledge Management, and Crisis Coordination.

Organisational Context and Project Description

UNAIDS requires dedicated support to monitor, document, and track security-related concerns that may affect its personnel, operations, programme delivery, premises, assets, partners, and the communities it serves. In line with United Nations security management arrangements, United Nations Volunteers serving with UNAIDS are expected to comply with applicable security instructions and be integrated into relevant security planning and management processes.
