Org. Setting and Reporting
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Division of Administration in New York provides administrative support functions (human resources, budget, finance and general administration) and facility management and commercial services to entities at United Nations Headquarters. It also provides financial operational services to entities across the globe. As Common Administrative Platform, the Division comprises the OneEO, the Financial Operations Service (including OnePayroll), and the Facilities and Commercial Activities Service. This position is located in the OneEO Client Desk 5, Division of Administration, (DOA), Department of Operational Support (DOS), New York. The OneEO Client Desk 5 supports the Department of Global Communications (DGC), the Development Coordination Office (DCO) and the Resident Coordinator System (RC System). The Senior Human Resources Assistant reports to the Team Lead, Client Desk 5.
Responsibilities
Recruitment and placement: • Participates in the selection of candidates for secretarial, clerical and related categories positions, for assigned Client Desk 5. Reviews and processes recruitment and selection cases, evaluates and screens applications, prepares profiles of candidates, conducts roster searches, s and coordinates recruitment activities . • Assists in coordinating recruitment cases with Specialized Desks, hiring managers and service providers throughout the recruitment process and supports the preparation of vacancy announcements, interview logistics, reference checks, academic verifications, recruitment documentation . • Provides procedural guidance to managers and administrative focal points on established HR policies, rules and processes • Assists in monitoring recruitment milestone and maintains recruitment records and status reports. • Reviews recruitment documentation for completeness, accuracy and compliance with applicable policies and procedures prior to submission for further review or approval. • Advises staff on visa matters. Administration of entitlements: • Serves as first point of contact for routine HR matters for assigned Client Desk 5 client entities and coordinates HR requests with Specialized Dessk, service provides, ensuring timely follow up and communication with clients. • Reviews and processes personnel actions related to appointments, entitlements, separations and other HR transactions. • Reviews and responds to routine staff inquiries regarding HR procedures, entitlements and recruitments processes. Classification: • Assists in reviewing and processing requests for classification. • Provides advice and respond to general queries on classification procedures and organization structure. • Provides documentation and background information for classification reviews and appeals. General: • Assists in monitoring CRM/Altiora service requests and maintaining accurate case information. • Support the maintenance of HR guidance materials, SOPs and knowledge resources. • Conducts research on HR , policies, procedures and precedents. • Supports audit and data collection activities by compiling HR documentation and reports . • Assists in preparing correspondence, report and briefing materials. • Maintains HR files, databases and electronic records. • Trains and provides supervision to new and lower-level staff as required. • Assists in preparing statistical reports, dashboards, management information for assigned client entities; and supervises training and knowledge sharing activities. • Performs other duties as required.

Work Experience
A minimum of seven years of progressively responsible experience in human resources, client services, administration or related functions is required. Experience providing advice and guidance on human resources rules, regulations, policies, and procedures is required. Experience using Enterprise Resource Planning (ERP) systems, such as SAP, Oracle, or similar platforms, is desirable. Experience conducting data analysis and preparing reports to support decision-making is desirable. Experience delivering human resources services in an international organization, multinational environment, or similar setting is desirable. Experience supporting recruitment processes and coordinating with diverse stakeholders is desirable.
