The consultant will contribute to the following deliverables: CTCN Fourth Programme of Work for 2028-2032: • Consultations with CTCN team on lessons learned from the implementation of current PoW, improvements, modalities, and strategic priorities for the fourth PoW. • Stakeholders’ consultations on strategic priorities and potential roles and contribution of CTCN. • Programme of Work of CTCN PoW for 2028-2032. • Presentations, report on progress, provision of input and responses to the CTCN Advisory Board at CTCN AB meetings and any inter-sessional meetings organized by the Advisory Board or its task force for this purpose. Contribution to Joint Work Programme of Technology Mechanism for 2028-2032: • Attendance and participation in consultation meetings with TEC secretariat in the context of preparation of Joint Work Programme. • Provision of inputs for the Joint Work Programme document. Strategies for dissemination and promotion of the new Programme of work and outreach to relevant stakeholders for resource mobilization.

The objective of the assignment is to support the development of the CTCN fourth Programme of Work and contribute to the development of Joint Work Programme of Technology Mechanism. This position is located within CTCN, Climate Change Division, Climate Technology Centre and Network (CTCN) Secretariat based in Copenhagen, Denmark. The incumbent will be responsible for the following duties: A – Support the development of CTCN fourth Programme of Work. • Review of relevant documents, including: COP/CMA decisions on the new/revised mandates of the CTCN, recent decisions by the COP and CMA relevant to the CTCN in particular Belem Technology Implementation Programme, Third Independent Review of the CTCN, first periodic assessment of Technology Mechanism, the current CTCN Programme of Work (2023-2027) and annual operating plan reports and UNEP’s Medium Terms Strategy document (2026-2029), UNEP’s proposal for hosting CTC submitted to UNFCCC in March 2026, and other documents deemed relevant. • Facilitate a consultation within CTCN team in a team-workshop setting to draw lessons learned from the implementation of current Programme of Work and previous ones, as applicable, and to seek input from CTCN teams on improvements, modalities, and strategic priorities for the fourth PoW. • Identify key and relevant stakeholders to be consulted, in consultation with relevant CTCN teams. • Propose an approach outlining methodologies, tools, and timelines for the development and validation of the fourth PoW. • Conduct inclusive and participatory consultations with identified stakeholders using agreed methods and tools. • Review integration and alignment with the Technology Framework of the Paris Agreement (as guided by the Advisory Board) and link to the current CTCN Theory of Change which may need to be amended, in consultation with CTCN Monitoring and Evaluation specialist. • Prepare draft of PoW identifying CTCN mandates, vision and strategic objectives and priorities of CTCN Fourth PoW, highlighting appropriate modalities to be deployed based on CTCN revised functions, elaborating targets for outputs and impacts associated with the work of the CTCN that meets the expectations of its stakeholders, including a costed budget and projections, developed in consultation with CTCN and UNEP, as appropriate. • Present the draft(s) of PoW at Advisory Board meeting(s) and any inter-sessional meetings organized by the Advisory Board or its task force for this purpose. • Revise the draft(s) and finalize the PoW, taking into account input and feedback by members and UNEP management, as appropriate. B – Contribute to Joint Work Programme of Technology Mechanism for 2028-2032: The following activities will be undertaken in parallel with the development of the fourth PoW: a. Identify opportunities for synergies of the work between the CTCN and the TEC to achieve more efficient delivery of the CTCN work and the overall work of the Technology Mechanism. b. Take into account any joint work programe and/or joint activities to be developed by the TEC and CTCN Advisory Board. c. Attend and participate in consultation meetings with TEC secretariat in the context of preparation of Joint Work Programme. d. Provide inputs to the development of Joint work programme document. C – Develop strategies in support of the fourth Programme of Work. a. Develop a strategy for dissemination and promotion of the new PoW, in consultation with relevant CTCN communications/knowledge management system teams. b. Develop outreach strategy to relevant stakeholders for resource mobilization, in particular donor partners, philanthropists, private sector and financing institutions. D - Performs other tasks as may be requested by the Director of the CTCN a. Provide strategic advice and oversight into CTCN communications and outreach and knowledge management activities. b. Represent CTCN, as needed, in engagement with potential partners in support of future implementation of fourth PoW.

• Advanced university degree (Master’s degree or equivalent) in international development, environment, economy, and/or or related field. • A minimum of 10 years’ experience in the fields of climate change and environmental issues, which includes experience on climate technology issues. • Familiarity with UNFCCC process is required. • Proven experience and success in developing organisational level strategy documents that links the strategic visions of the organisation and present solutions. • Experience in working for a UN or multilateral organization particularly in supporting a constituted body or a mechanism is desirable. • Knowledge and understanding of the work of Technology Mechanism activities is an asset. • Ability to synthesize information in a clear and well-structured manner, as well as ability to plan, prioritize and deliver tasks effectively and on time. Also ability to work under pressure and to meet tight deadlines. • Excellent communication skills and respect for a multi-cultural workplace.
