Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) with coordination functions, and the direct supervision of the Resources Management Officer (RMO), and in close coordination with the Regional Office (RO) for West and Central Africa (WCA) in Dakar, the Central Coordination Unit (CCU) of the Migrant Protection, Return and Reintegration for Sub-Saharan Africa (MPRR-SSA) programme, relevant programme units, implementing Country Offices (COs), and the Supply Chain Division at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for leading, coordinating, and monitoring supply chain activities in support of programme and operational objectives, ensuring the timely, efficient, compliant, and cost-effective delivery of quality goods and services to beneficiaries in accordance with the International Organization for Migration (IOM) policies, donor requirements, and Supply Chain Management (SCM) standards.
As Senegal serves as a Country Office with Coordinating Functions (COCF), the role will also provide technical supply chain guidance, coordination, and support, as required, to COs within the assigned Area of Responsibility (AoR), currently comprising The Gambia, Sierra Leone, Cabo Verde, and Guinea-Bissau, in line with delegated institutional responsibilities.
Responsibilities
Coordinate the strategic planning, implementation, and monitoring of supply chain-related activities under the MPRR-SSA programme and Senegal COCF operations, in close collaboration with internal and external stakeholders, implementing COs, RO units, programme teams, Resource Management, and relevant HQ departments to support timely, compliant, and effective programme delivery.
Conduct logistics capacity assessments, procurement risk assessments, operational reviews, and market analysis to support informed decision-making, strengthen operational planning, and monitor local market trends, supplier availability, pricing structures, and service delivery capacities across programme locations.
Manage, supervise, and provide technical advice for all SCM activities, including procurement planning, sourcing, contracting, warehouse management, transportation, fleet management, asset management, facilities management, distribution, logistics information management, and operational reporting for compliant and efficient operations.
Support and oversee end-to-end procurement and logistics processes related to programme implementation, including goods and services for:
o AVRR operations;
o Reintegration assistance;
o Cash-Based Interventions (CBI);
o Direct assistance activities;
o Post-arrival assistance;
o Accommodation and medical services;
o Transportation and logistics support; and
o Other operational programme components.Develop, implement, harmonise, and regularly update standardised supply chain procedures. Standard Operating Procedures (SOPs), templates, tools, and workflows to ensure efficiency, compliance, accountability, operational consistency, and value-for-money across implementing COs.
Identify operational bottlenecks, procurement gaps, compliance risks, and inefficiencies through process reviews and value stream mapping exercises and recommend mitigation measures and process improvements to strengthen controls and improve service delivery.
Review procurement requests and specifications, support sourcing strategies, identify qualified service providers and suppliers, evaluate vendor performance, and maintain
updated regional and national vendor rosters and Long-Term Agreements (LTAs) in accordance with IOM procurement principles and donor requirements.Provide technical advice and guidance to COs in the Region with management of implementing Partners (IPs) under MPRR-SSA programme to promote consistent application of supply chain requirements and programme compliance.
Coordinate and oversee solicitation, bidding, tendering, evaluation, and contracting processes, ensuring fairness, transparency, competitiveness, compliance with IOM procurement rules and regulations, and adherence to the applicable Delegation of Authority (DOA) framework to achieve fair, transparent, and compliant procurement outcomes.
Provide technical support to programme managers and operational units in the preparation of procurement plans, Calls for Proposals (CFPs), bidding documents, evaluation processes, and contract management activities for effective programme and project implementation.
Collaborate closely with Programme, Finance, Resource Management, and operational units on budgeting, coding, documentation, commitment tracking, expenditure monitoring, and timely reporting of procurement and logistics-related activities to support accurate financial and operational management.
Develop, strengthen, and monitor internal control mechanisms for SCM processes to safeguard organisational assets, prevent fraud, reduce operational risks, and ensure compliance with IOM policies, donor regulations, audit requirements, and country-specific administrative procedures.
Monitor logistics operations and coordinate the management of warehouses, inventory, assets, office facilities, fleet operations, transportation, and distribution activities, including preventive maintenance arrangements and service agreements, to support efficient and compliant operational delivery.
Conduct regular monitoring missions and duty travel to implementing COs to provide on-site technical support, review operational compliance, strengthen coordination between programme and support units, assess implementation challenges to ensure alignment with standardised procedures and donor requirements.
Prepare and contribute to procurement plans, operational dashboards, statistical reports, management updates, briefing notes, audit responses, and other reporting requirements related to programme implementation and supply chain operations to support informed decision-making.
Organise and deliver training sessions, refresher workshops, coaching, and capacity-building initiatives for supply chain, programme, and operational staff to strengthen knowledge and harmonised application of procurement and logistics procedures within the Area of Responsibility (AoR), as required.
Supervise, mentor, guide, and evaluate SCM staff, while promoting professional development, knowledge sharing, accountability, and continuous improvement within the team to strengthen operational performance.
Represent the CO and/or programme in UN inter-agency meetings, procurement networks, logistics forums, operational coordination platforms, and donor-related discussions, and contribute to collaborative initiatives and resource-sharing efforts, where appropriate, on supply chain operations.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in managing diverse procurement and logistics operations; and,
- Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
Skills
- Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics; and,
- Excellent level of computer literacy and good knowledge of Oracle is an advantage.
Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
