Purpose of consultancy
National Consultant for Sexual Misconduct Risk Assessment is recruited to conduct sexual misconduct risk assessment of WHO country office Myanmar to identify the needs, gaps, and risks and to develop the risk mitigation plan.
Background
WHO is committed to ensuring a safe, respectful, and healthy work and operational environment. Sexual misconduct has a devastating and enduring impact on the mental, physical, and emotional welfare of victims/survivors, who may be WHO staff, collaborators, and members of the public in locations where WHO and our implementing partners operate. Sexual misconduct is an abuse of trust and confidence, directly disregarding the human rights, values, and principles for which WHO stands. WHO maintains zero tolerance towards sexual misconduct and inaction against sexual misconduct, as well as any form of retaliation against those who report or participate in investigations.
In line with the WHO Policy on Preventing and Addressing Sexual Misconduct (PASM) and "Zero Tolerance in Practice: WHO Strategy to Prevent and Respond to Sexual Misconduct (2026–2029)", WHO country offices are required to conduct regular and annual sexual misconduct risk assessments to identify, mitigate, and monitor operational and contextual risks. To fulfill these organizational requirements for 2026, the WHO Country Office Myanmar is conducting an independent risk assessment covering its core operations as well as emergency preparedness and response activities.
Deliverables
Under the overall guidance and oversight of the Responsible Officer, the national consultant will perform an independent sexual misconduct risk assessment of WHO Country Office Myanmar’s internal management, programs, and emergency preparedness and response operations.
Output 1: Adapt the WHO sexual misconduct risk assessment tool and design the assessment methodology.
Deliverable 1.1: Develop and submit an inception activity plan tailored to WHO Myanmar’s operational context, including emergency preparedness and response activities, along with the assessment methodology. (Expected Delivery Date: 30 September 2026)
Output 2: Field and office level risk assessment activities.
Deliverable 2.1: Conduct Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with relevant stakeholders based on the approved methodology. (Expected Delivery Date: 31 October 2026)
Output 3: Presentation of findings and technical sharing session.
Deliverable 3.1: Present initial assessment findings and highlight operational gaps.
Deliverable 3.2: Facilitate a technical sharing session with WHO Myanmar staff on the assessment results and proposed mitigation measures. (Expected Delivery Date: 30 November 2026)
Output 4: Final Assessment Report and Risk Mitigation Plan.
Deliverable 4.1: Produce and submit the final WHO Sexual Misconduct Risk Assessment Report for 2026.
Deliverable 4.2: Develop and submit the final Risk Mitigation Plan for 2026. (Expected Delivery Date: 15 December 2026)
Note: Expected delivery dates are indicative and subject to adjustment based on the actual contract signing and start date.
The consultant shall treat all information received during the assessment as strictly confidential and must not disclose it to any third party under any circumstances.
Qualifications, experience, skills and languages
Educational Qualifications
Essential: Minimum first university degree in management, public health, public health administration, social sciences, gender, law, human rights, international development, international relations, or other development-related fields.
Desirable: Master or advanced degree in related fields. Specialized training in PSEA/PRS, gender mainstreaming, human rights, or gender-based violence (GBV).
Experience
Essential: 5 to 10 years of relevant experience in sexual exploitation and abuse prevention, sexual harassment, gender-based violence, staff misconduct, or humanitarian affairs.
Desirable: Practical experience working in safeguarding, child protection, gender-based violence (GBV), or PSEA within emergency response, or humanitarian contexts. Demonstrated experience conducting sexual misconduct risk assessments or PSEA/PRS assessments within UN agencies or international non-governmental organizations (INGOs).
Skills/Knowledge
Good understanding in prevention of and respond to sexual misconduct, gender and gender-based violence.
Good presentation skills and excellent use of computer and information technology.
Integrity, objectivity, strong capacity to embrace cultural diversity and sensitivity to gender issues.
Strong interpersonal communication.
Ability to maintain confidentiality and ensure constant data protection.
Ability to work in a stressful environment.
Languages and level required
Excellence knowledge of English.
Excellence knowledge of Myanmar language.
Location
On site: WHO Country Office, Yangon, Myanmar
Travel
The consultant will be required to travel to WHO office in Naypyitaw to provide technical sessions on the sexual misconduct risk assessment methodology and to conduct sexual misconduct risk assessment with Naypyitaw WHO staff. The travel arrangements will be made by WHO, and WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of the WHO.
Remuneration and budget (travel costs are excluded):
Remuneration: (NO-B) level – “USD 165 per day for 52 working days. Total remuneration is USD 8,580.”
Living expenses: Not applicable
Expected duration of contract: 52 working days within a period starting from 15 September 2026 to 15 December 2026.

Consultants shall perform the work as independent contractors in a personal capacity, and not as a representative of any entity or authority.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
