Women of Uganda Network (WOUGNET) is a feminist, non-governmental organisation founded in May 2000 to harness information and communication technologies (ICTs) for women’s advancement in Uganda.
Over the years, WOUGNET has grown into a network of more than 100 women’s organisations and grassroots groups, combining digital rights advocacy, research and movement-building across urban and rural communities.
Guided by feminist principles, WOUGNET works at the intersection of gender and technology, conducting evidence-based research on the digital gender gap, technology-facilitated gender-based violence, and barriers to women’s rights online. The organisation uses diverse ICT tools to expand access to information and services, strengthen women’s economic initiatives, and build capacity for safe, meaningful, and participatory engagement in the digital sphere.
Our goal is to improve conditions of life for women by enhancing their capacities and opportunities for exchange, collaboration and information sharing.
Assignment context
WOUGNET (Women of Uganda Network) is a Ugandan feminist civil society organisation working to promote gender equality through the strategic use of ICTs, with a focus on digital rights, digital safety, and the inclusion of women and girls in the digital space. Its work spans programme delivery, communications, advocacy, research, capacity building and community engagement.
WOUGNET has developed its Strategic Plan 2026–2030 and now seeks to operationalise it through a coherent, results-based planning and reporting system. A consolidated work plan, an M&E framework and standard reporting templates will strengthen accountability to communities, partners and donors, improve coordination across departments, and enable consistent tracking of results and learning.
The volunteer will work closely with the Executive Director, programme and technical support teams, and the finance and communications units, and will report to the designated WOUGNET supervisor.
Task description
The volunteer will support WOUGNET to translate its Strategic Plan 2026–2030 into an actionable, measurable operational framework. Specifically, the volunteer will:
Review the WOUGNET Strategic Plan 2026–2030, existing programme documents and past work plans and reports.
Develop a five-year work plan aligned with the strategic plan's goals, outcomes and priority areas, with clear activities, responsible units, timelines, indicative budgets and assumptions.
Break the five-year work plan down into an annual work plan (for each year, 2026–2030) and quarterly work plans (for each quarter), showing milestones and deliverables.
Design a Monitoring and Evaluation (M&E) framework to measure progress against the work plan, including a results framework/theory of change, SMART indicators (with baselines, targets, means of verification and frequency), data collection methods and tools, roles and responsibilities, learning and adaptation mechanisms, and gender-responsive and disaggregated data approaches.
Develop standardised, easy-to-use reporting templates for annual, quarterly and monthly reporting, aligned to the M&E framework and usable across WOUGNET's programmes and departments.
Facilitate a validation session with staff and management, and incorporate feedback.
Provide a short orientation or hand-over session so the team can use and update the plan, framework and templates independently.
Expected Deliverables
- Inception report with work plan and methodology
- Five-year work plan (2026–2030)
- Annual and quarterly work plans
- M&E framework (including indicator matrix/performance tracking table)
- Annual, quarterly and monthly reporting templates
- Brief user guide and hand-over/orientation session
Skills and experience
- Bachelor's degree (Master's preferred) in development studies, project management, Monitoring and Evaluation, social sciences, public policy, statistics, or a related field
- At least 5 years' experience in strategic and operational planning, and in M&E for civil society or development organisations
- Demonstrated experience developing results frameworks, theories of change, indicator matrices and M&E plans
- Experience designing work plans and reporting templates (monthly, quarterly, annual) for NGOs or donor-funded programmes
- Strong knowledge of results-based management and gender-responsive M&E
- Familiarity with digital rights, gender equality, ICT for development, or feminist approaches is an added advantage
- Proficiency in Excel/Google Sheets and Word; experience with data tools (e.g., KoboToolbox, Power BI) is an added advantage
- Excellent analytical, writing and facilitation skills in English
- Ability to work independently and remotely, meet deadlines, and collaborate across time zones
- Prior experience with Ugandan or East African civil society contexts is an advantage
