Assignment context

UNICEF is one of the lead agencies responding to the humanitarian crisis in Sudan, delivering life-saving assistance to children and vulnerable populations affected by conflict, displacement, disease outbreaks, food insecurity and climate-related shocks. The Sudan emergency remains one of the world's largest humanitarian crises, requiring continuous monitoring of the evolving situation, evidence-based decision-making, timely reporting, and effective coordination across sectors, field offices and partners. To support UNICEF's emergency coordination and response functions, the Emergency Team is
responsible for consolidating and analyzing information from multiple sources, supporting emergency preparedness and response monitoring, producing situation reports and management updates, and strengthening information systems that facilitate strategic decision-making.

The Emergency Information Management and Reporting Officer will support the Emergency Manager and broader Emergency Team in managing humanitarian information, maintaining reporting systems, developing analytical products, and ensuring the timely production of high-quality emergency reports and operational updates.

Task description

Under the direct supervision of the Emergency Manager, the UN Volunteer will undertake the following tasks:

Information Management
 Support the development and implementation of emergency information management systems and tools for response monitoring and operational decision-making in close coordination and alignment with the PME systems in place.
 Maintain and update emergency databases, tracking systems, and information repositories.
 Consolidate and manage information received from field offices, programme sections, and implementing partners.
 Conduct data cleaning, validation, triangulation and quality assurance processes.
 Support the management of emergency response monitoring datasets, ensuring consistency and accuracy.
 Maintain shared information management platforms, filing systems and knowledge management repositories.
 Develop and update dashboards, maps, infographics and other visualization products to support emergency management.

Analysis and Situation Monitoring
 Support the monitoring of humanitarian developments and emerging risks across Sudan.
 Compile, analyze and interpret multisectoral humanitarian data and trends.
 Support humanitarian needs analysis through secondary data review and information synthesis.
 Produce regular analytical summaries highlighting operational trends, response gaps, risks and priorities.
 Support emergency preparedness, contingency planning and scenario development exercises.
 Contribute to evidence generation to support strategic planning and programme prioritization.

Emergency Reporting
 Support timely preparation of humanitarian updates, briefing notes, talking points and management summaries.
 Collect inputs from programme sections and field offices and ensure consistency of narrative and data across humanitarian update products.
 Maintain reporting calendars and ensure timely submission of required emergency products.
 Support the preparation of reports, presentations and briefing packages for senior management, regional office and headquarters.
 Ensure reporting products meet UNICEF quality standards and information management protocols.

Coordination Support
 Facilitate information flows between country office sections, field offices and emergency coordination mechanisms.
 Support organization and documentation of emergency coordination meetings.
 Prepare meeting summaries, action trackers and follow-up matrices.
 Assist in monitoring implementation of key emergency action points and commitments.
 Support inter-sectoral information sharing and operational coordination.

Monitoring and Performance Tracking
 Support the integration of performance monitoring products into periodic emergency reviews.

Accountability and Data Responsibility
 Promote ethical and responsible data management practices.
 Ensure compliance with UNICEF data protection principles and information-sharing protocols.
 Support integration of age, gender, disability and equity considerations into emergency information products.
 Contribute to accountability to affected populations through analysis of feedback and community information where available

Capacity Building and Knowledge Management
 Develop guidance materials, templates and standard operating procedures.
 Support staff orientation and capacity strengthening on emergency reporting systems and information management practices.

Skills and experience

At least 5 years of progressively responsible experience in information management, humanitarian reporting, monitoring and evaluation, data analysis, emergency coordination support, programme monitoring or related fields is required,

Experience in:
 Humanitarian information management, programme monitoring, data analysis or emergency reporting.
 Experience developing dashboards, data visualizations and analytical products.
 Experience managing databases and large datasets.
 Experience preparing situation reports, operational updates, briefing notes and management reports.
 Experience working with humanitarian organizations is highly desirable.
 Experience supporting emergency preparedness and response operations is an asset.
 Strong analytical and problem-solving skills.
 Excellent drafting, editing and report-writing skills.
 Strong data visualization and presentation skills.
 Ability to manage multiple tasks under tight deadlines.
 Strong interpersonal and coordination skills.

Technical proficiency in one or more of the following is desirable:
 Microsoft Excel (advanced)

 GIS applications (ArcGIS or QGIS)

Living conditions

Port Sudan serves as the operational hub for the UNICEF Sudan Country Office emergency response. Living conditions are generally functional but may present challenges related to humanitarian operations, including security restrictions, limited services, disruptions in transportation and communications, and periods of high operational intensity. Sudan is a unique and complex humanitarian operation.
