The consultant will assist CSPU in executing the Supply Chains Integrated Programme and the GCPM by: • Developing and implementing stakeholder engagement strategies, action plans, and harmonized engagement frameworks for the Supply Chains Integrated Programme and the GCMP, including support to regional and country child projects. • Designing and supporting the delivery of high-impact stakeholder engagement activities and events, stakeholder consultations, workshops, and multi-stakeholder dialogues. • Establishing and strengthening strategic partnerships, stakeholder networks, and coordination mechanisms to promote collaboration, knowledge exchange, and long-term programme sustainability. • Providing technical guidance on stakeholder engagement, while coordinating with communications, knowledge management, and gender experts to ensure inclusive, coherent, and effective programme implementation. • Monitoring and evaluating stakeholder engagement activities, documenting outcomes and lessons learned, and preparing reports and recommendations to improve programme delivery and stakeholder participation.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Chemicals and Health Branch promotes scientific approaches and knowledge for the sound management of chemicals including through implementation of United Nations Environment Assembly (UNEA) resolutions and Global Environment Facility (GEF) projects. The Branch gathers, compiles and analyses state of the art information and data, including through monitoring activities, inventories and assessments, to allow policymakers to make informed decisions on the sound management of chemicals and waste. The Branch executes projects and covers topics related to chemicals in products, lead in paint, persistent organic pollutants, highly hazardous pesticides, mercury among others. The Unit also addresses issues of concern highlighted by governments, such as antimicrobial resistance, and assists in implementing mandates received through the United Nations Environment Assembly (UNEA) on green and sustainable chemistry, issues of concern, high impact sectors and the Sustainable Development Goals, among others. UNEP’s Chemicals and Health Branch is leading the GEF-8 Integrated Programme (IP) titled “Eliminating hazardous chemicals from supply chains” and the GEF - 8 Programme “Global monitoring of POPs and mercury to contribute to the effectiveness evaluation of the Stockholm Convention and provide data to support the effectiveness evaluation mechanism of the Minamata Convention (GCMP)” (GEF ID 11534). These are both full-size project (FSP) for which the Chemicals and Health Branch’s Chemicals Science and Policy Unit (CSPU) is executing the Global Coordination Project, “Global Replication to Eliminate Hazardous Chemicals from Supply Chains,” (GEF ID 11177) and Global Coordination Project of the GCMP (GEF ID 11535). Under the overall supervision of the Chief, Chemicals and Health Branch, Industry and Economy Division and direct supervision of the Programme Management Officer, Chemicals Science and Policy Unit, Chemicals and Health Branch, the tasks and responsibilities of the consultant will be as follows: 1. Stakeholder Strategy, Mapping and Engagement Planning • Conduct and periodically update stakeholder mapping and analysis for both global coordination projects and provide technical support to participating child projects, including assessment of stakeholder interests, influence, capacities, expectations, opportunities and potential implementation risks. • Develop, implement and periodically update stakeholder engagement strategies, annual action plans and implementation roadmaps for both programmes. • Design stakeholder engagement approaches, consultation methodologies, participation mechanisms, protocols and practical guidance for global, regional and national stakeholder engagement activities. • Maintain and regularly update stakeholder databases, contact directories and, where applicable, expert rosters to support programme implementation. • Identify, establish and strengthen strategic partnerships with universities, research institutions, technical organizations, industry associations and other stakeholders that can contribute technical expertise, innovation, knowledge generation, capacity building and programme implementation. • Identify and facilitate opportunities for peer learning, technical exchanges, institutional collaboration and knowledge sharing among participating countries, partner institutions and programme stakeholders. • Provide strategic advice on stakeholder engagement priorities and emerging partnership opportunities to strengthen programme implementation and long-term sustainability. 2. Partnership Development and Stakeholder Coordination • Provide technical guidance to regional and country executing partners on stakeholder engagement planning and implementation. • Support harmonization of stakeholder engagement approaches across child projects. • Facilitate collaboration among implementing agencies, executing agencies, governments, industry, academia, civil society, financial institutions and other partners. • Facilitate engagement with advisory groups, steering committees, scientific advisory bodies, convention secretariats and technical partners. • Promote collaboration between participating countries through communities of practice and peer-learning mechanisms. • Identify and strengthen long-term institutional partnerships that support programme implementation beyond the project lifetime. • Facilitate exchange of stakeholder engagement experiences and lessons learned across both programmes. 3. Stakeholder Consultations and Events • Plan, organize, facilitate and document stakeholder consultations, workshops, webinars, technical meetings and multi-stakeholder dialogues. • Coordinate the planning and implementation of global and regional forums, conferences, competitions, campaigns and other engagement activities. • Support organization of the annual Global Supply Chains Forum, including stakeholder coordination, speaker engagement and programme development. • Coordinate participation of child projects and key stakeholders in regional and global events, including travel coordination where required. • Prepare consultation reports summarizing discussions, recommendations, agreed actions and follow-up requirements. • Facilitate exchange of stakeholder engagement experiences and lessons learned across both programmes. 4. Inclusion, Communications and Knowledge Management • Work closely with programme communications and knowledge management specialists to ensure stakeholder engagement supports communication, visibility and knowledge-sharing objectives. • Identify opportunities to transform stakeholder consultations into knowledge products, case studies and communication materials. • Work closely with programme gender specialists to ensure stakeholder engagement activities are gender-responsive, inclusive and accessible. • Promote meaningful participation of women, youth, Indigenous Peoples and Local Communities, and other underrepresented stakeholder groups. • Support transparent, inclusive and conflict-sensitive engagement processes. 5. Monitoring, Evaluation and Continuous Improvement • Develop stakeholder engagement indicators, monitoring tools and reporting systems. • Monitor stakeholder participation and engagement throughout project implementation. • Assess the effectiveness and impact of stakeholder engagement activities and recommend adaptive improvements. • Monitor the effectiveness and impact of programme events, consultations and training activities, including participant feedback. • Identify risks and barriers to effective stakeholder participation and recommend mitigation measures. • Prepare periodic stakeholder engagement progress reports and contribute to project reporting requirements. 6. Support other tasks as required.
Qualifications/special skills
Education: Advanced university degree (master's degree or equivalent) in international relations, public administration, environmental sciences, natural sciences, sustainable development, business administration, social sciences, communications, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Experience: A minimum of 5 years’ experience in stakeholder engagement, partnership development, programme coordination, sustainable development, environmental management, or a related field is required. Demonstrated experience in developing and implementing stakeholder engagement strategies, facilitating multi-stakeholder consultations, and coordinating partnerships involving governments, international organizations, academia, the private sector and civil society is required. Demonstrated experience in planning and coordinating stakeholder events, workshops, dialogues and other engagement activities, and in preparing related reports and recommendations, is required. Experience working on chemicals and waste management, environmental monitoring, sustainable supply chains, circular economy, or related environmental programmes is highly desirable. Experience engaging stakeholders in the fashion and/or construction sectors is a strong asset. Experience working with GEF-funded projects, multilateral environmental agreements, or United Nations organizations is an advantage. Special skills/knowledge: Excellent communication and interpersonal skills, including the ability to engage effectively with governments, international organizations, academia, the private sector, civil society and other stakeholders. Excellent written and oral communication skills, with the ability to prepare high-quality reports, stakeholder engagement plans, consultation summaries and other programme documentation. Demonstrated facilitation, negotiation and relationship-building skills, with the ability to convene and manage multi-stakeholder consultations and partnerships. Strong organizational and coordination skills, with the ability to manage multiple workstreams, timelines, deliverables and stakeholder relationships simultaneously. Ability to work collaboratively in multidisciplinary and multicultural teams and coordinate effectively with technical experts, implementing partners and programme stakeholders.
Languages
English and French are the working language of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French or Spanish is is desirable for this consultancy.
