2 consultants for Technical Support for the Methodological Structuring and Drafting of the Anti-Racist Early Childhood for Migratory and Cross-Border Contexts (PIA Migrante): one in support to Boa Vista and one in support to São Paulo, Brazil, 2 months.

Brazil·Posted yesterday

Full job description

Provide specialized technical assistance to support the drafting, and consolidation of the PIA Migrante for Migratory and Cross-Border Contexts,in Roraima with Venezuelan migrated people and São Paulo with Haitian migrated people articulating intersectoral protection strategies across social assistance, health, education, humanitarian reception, migration management, and territorial development.
Guaranteeing the rights of children and adolescents in migratory, cross-border, and human mobility contexts requires conceptual, methodological, and institutional frameworks capable of responding in an integrated manner to complex territorial dynamics and diversity (cultural, ethnic, and linguistic).
Currently, institutional responses face challenges beyond immediate humanitarian support. There is an urgent need to strengthen public policies by incorporating intersectional approaches aimed at promoting Human Rights, combating structural and institutional racism, preventing xenophobia, and overcoming practices that ignore the cultural knowledge and social organization of migrant groups and indigenous populations in displacement.
To address this gap, UNICEF, in coordination with the Ministry of Human Rights and Citizenship (MDHC), proposes the development of the PIA Migrante – Anti-Racist Child Plan for Migratory and Cross-Border Contexts. The initiative establishes technical and methodological guidelines to strengthen intersectoral protection strategies based on equity, diversity, inclusion, and human rights.
The 2 consultants will be responsible for technical/normative assessments, stakeholder alignment, facilitating technical dialogues, developing the methodological architecture, conducting territorial workshops (in Roraima and São Paulo), and consolidating the final text of the PIA Migrante.
